Councilman Kinney inquired as to the equitable distribution of costs for
similar reports,

It was moved by Councilman Pearson, and seconded by Councilman Mori, that
Resolution No. 73-61, fixing a fee schedule for preparation of Environmental
Impact Reports, be adopted~
The roll call vote was as follows:
AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid
-- NOES: None
ABSENT: None

PUBLIC HEARINGS
Appeal of MacKay & Somps~ Civil. E~.~i.neers~ on behal~ of Mackay Homes~ of a
portion of certain action taken by the Planning Commission on March 13~ 1973~
reSardin~ UP-73-1~ namely: Item 7 of said conditions wherein certain street
paving has been required by the City
Mayor Reid declared the public hearing open.

Mr~ Campbell presented the staff report and displayed a sketch regarding this
matter, stating this condition requires the applicant to provide approximately 12
ft~ x 80 ft~ of paving on the west side of Hopyard Road north of Hensen Drive for
a right turn lane. He £urther stated it is the feeling of the applicant that
since this trailer will be only temporarily used as a sales office, they should
not be required to provide paving in order to receive sanction from the City for
a temporary sales office, Mr. Campbell. recommended this condition as a require-
ment to the use permit, stating it was more a matter of timing than of cost~

Mr. Ted Fairfield, MacKay & Somps, representing Mackay Homes, stated that since
this was a temporary sales office to be used for a short period of time, and with
the other conditions set forth, this seemed to be an unreasonable demand at this
time and is not directly related to the permit. He urged the condition be waived
and applied to the next subdivision.

It was moved by Councilman Herlihy, and seconded by Councilman Kinney, that the
public hearing be closed.
The roll call vote was as follows:
AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid
NOES: None
ABSENT: None

After discussion regarding the Hopyard Road widening, and the possibility of
having the contractor for that project add this Job to his contract, Mayor Reid
requested that this matter be continued to the meeting of April 16, 1973, in order
that Mr. Campbell might ascertain from the contractor the cost of this paving and
if he could add it on ~o his present contract with the City, with the understand-
ing that Mackay Homes would pay for these improvements if that could be agreed
upon.

MATTERS CONTINUED FOR DECISION
There were no matters continued for decision presented at this meeting°

SPECIAL REPORTS
There were no Special Reports presented at this meeting.

REPORTS OF BOARDS AND COMMISSIONS
There were no reports of Boards and Commissions presented at this meeting.

REPORTS OF THE CITY MANAGER
Lease with Federal Governmen~ Re: Post Office Parkins Lot
Mr. Walker presented the staff report regarding this matter, stating that the
Post Oftice does not have adequate land to provide employee parking space. The
parking space was formerly provided by Edgren Motors, however, this space is no
longer available to the Post Office and this lack of parking space has created a
shortage of parking on Main Street in the vicinity of the Post Office~ He further
sta~ed that the City has made an offer to the Post Office to provide a parking lot
on City property, and the Federal Government has prepared a two-year lease for the
property with lease payments set at $105.00 per month which will yield $2,520°00
over the two-year term of the lease. The lease payments are to repay the City for
~he cost of making the necessary improvements to the property~ Mr. Walker recom-
mended approval of the agreement.
2. 4/9/73
