After discussion regarding ingress and egress traffic circulation, it was moved <br />by Councilman Kinney, and seconded by Councilman Pearson, that Resolution NO~ 73-62, <br />approving the lease with the Federal Government for Post Office Parking Lot and <br />authorizing the proper City officials to execute the appropriate documents, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid <br />NOES: None <br />ABSENI: None <br /> <br />Report of the Director of Public Works~ Re: Pedestrian Bridge <br /> Mr. Campbell presented the staff report regarding this matter, stating that the <br />City could construct this bridge for a cost of approximately $3,400.00, and he urged <br />that the City be authorized to build this pedestrian bridge° <br /> <br /> Councilman Herlihy questioned the use of City personnel for this project due to <br />their shortage of work time and their prerogative in the selection of priorities as <br />to City Jobs to be completed. <br /> <br /> Councilman Mori commented on the urgent need for this pedestrian bridge in light <br />of the traffic hazard on Hopyard Road. <br /> <br /> It was moved by Councilman Pearson, and seconded by Councilman Mori, that Reso- <br />lution No. 73-63, approving the City staff to construct the pedestrian bridge on <br />the downstream side of Hopyard Road crossing of the Pleasanton Canal at a cost not <br />to exceed $3,400.00, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />Report~ Re: Formation of a Valley-wide Noise Conmittee <br />Mr. Edgar presented the staff report regarding this matter stating that Mr. <br />George Musso, Director of Planning of the City of Livermore, is investigating the <br />creation of a Valley-wide Noise Committee for the purpose of formulating a com- <br />prehensive ordinance regulating noise levels within the Valley and in so doing, <br />the City of Pleasanton has been asked to indicate their interest in participating <br />in such an endeavor° Mr. Edgar further stated that we are currently preparing a <br /> tit ' <br />noise element for inclusion into the y s General Plan and said element, based <br />upon freeway noise standards, to which all agencies must comply, will be com- <br />pleted in one month. For this reason he suggested the City proceed to complete <br />the draft of the General Plan Noise Element and circulate it among the appro- <br />priate Valley agencies for comment. <br /> <br /> Mrs. Helen Robinson, 1312 Vintner Way, questioned the basis for the standards <br />for noise elements, stating that airport and train noise elements should be in- <br />cluded as well as freeway. Mr. Edgar stated these would be included° <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Herlihy, that <br />the report and recommendation of the City Manager be approved, and a letter be <br />written to Mr. George Musso of this decision. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br /> Mr. Edgar presented the agenda for the League of California Cities East Bay <br />Division Dinner on April 13, 1973, at the Elegant Ranch, Haywardo <br /> <br /> Mr. Edgar presented a letter from Festival '73 regarding Council sponsored <br />participation in this event to be held in October. The Council instructed the <br />staff to refer this matter to the Budget. <br /> <br /> Mr. Edgar presented a letter from Mr. David Perry, President of Val Vista <br />Homeowners Association, expressing their appreciation of Council and staff pre- <br />sentations regarding the sewer situation at their meeting of March 29th. <br /> <br /> 3. 4/9/73 <br /> <br /> <br />
