Mx~o Stephen, Bcd~le~, 5327 Blackbird Drive, addressed ~h~ Ccu~cii zegaFding his <br /> concern and objection to the use of the baseball park a~ night because of lighting <br /> and noise a~ a ~ime which should allow the use of one*s backyard in quiet and <br /> solitude~ He ~o~m~,en~ed on the high density of the baseball diamonds and other <br /> sports fields!, Mr~ Bodner stated tha~ since he had onl~ recentred the letter from <br /> the City ~his ~ternoon regarding this matter, he requested that the i~em be con- <br /> tinued in o~def that he could have time to study the ptan. <br /> <br /> Mr~ Robe~ C~ Johnson, 5359 Blackbird Drive, stated that he h~d ~eceived a <br /> letter this ai!ternoon regarding this matter, which did not give him sufficient <br /> time to study ~he plan~ He further stated that although he kaew ~his was going <br /> to be a park area when he purchased his home, Morrison Homes had assured him <br /> that the Park would be adequately planned by the City to suit the needs of the <br /> community~ He felt a buffer zone was needed to curb noise and also objected to <br /> the use of uigh~ lights° M~ johnson requested this matter be delayed to allow <br /> further study of the plan~ <br /> <br /> Mr~ Varx Canady, 2783 Curlew Court, stated he had only late today learned of <br /> this matter, and felt that most of the people living next to the Park had no <br /> idea of the t~;pe ef facility planned. He said he was advised the Pa~k area was <br /> to be developed into a golf course. He questioned the high d~nsity use of the <br /> Park, and asked about the possibility of constructing additi. onal f~nclng~ Mr. <br /> Canady requestad ~hat the residents of the area have more opportunity tc study <br /> the plan before i~ is approved~ <br /> <br /> Mr. Pat~on ~xplained ~hat the density of the Park is not a~ high as it <br /> appears on ~he plan because of the ratio scale. He further stated ~hat the <br /> plan has been very thoroughly researched for the needs of the community and <br /> in this respec~ is what ~he majority of the community wants~ <br /> <br /> Councilman ~[1 commented that not all'the sports activities wou!d be going <br /> on at the same ~ime, and that this tentative plan had been in existence for over <br />__ two years for anyor:e to review if they so desired. <br /> <br /> Councilman Pearson said he could see no reason why this matter could not be <br /> continued to allow the ~esidenrs more time for study of the plan, and also <br /> stated he felt ~his was the time to set the conditions for the land use of the <br /> property hounding cn the north side of the Park. <br /> <br /> Councilm~n He~ilhy commented that land use consideration o~ the property <br /> north o~ the P~rk was premature and irrelevant to discuss at this rime. <br /> <br /> It was moved 5y Councilmsn Kinney, and seconded by Councilman Herl!ihy, that <br /> Resolution No. 73-48, approving the General Plan of the Youth Sports Park as <br /> recommended by staff, the Planning Commission, and the Park and Recreation Com- <br /> mission, s~bjec~ ~o the condition of providing multi bicycle and pedestrian <br /> access in the s~therly part of the Park as well as further consideration of <br /> the traffic ci~c~!ation element for the Park be a part of the development pro- <br /> gram, be adop[edI~ <br /> The roll call vote was as follows: <br /> AYES: Counc~!men Herlihy, Kinney, Mori, and Mayor Reid <br /> NOES: Councilman Pearson <br /> ABSENT: None <br /> <br /> Councilman Pearson stated he had no objection to the Park plan, but felt a <br /> decision should be delayed to allow further study by the residents in the area° <br /> <br />-- Mr. Bodneri~quired as to what legal recourse the residents had regarding <br /> this ma~ter~ M~ Hirst advised him he had the option of filing a sui~ against <br /> the City for a public nuisance of the area adjacent to his home adversely <br /> affecning the peace and quiet of his property. <br /> <br /> R_~port oi tile Plannin~L~o__mm_issio____nz._Re: Youth Sports Park Tot i.o~ (Beilin~er- <br /> Wilkey) <br /> Mr. Patton presented the staff report regarding this matter, stating that the <br /> Bellingot and Wi]key families, from donations received in memorial funds, have <br /> <br /> 3. 3/26/73 <br /> <br /> <br />
