It was moved by Councilman Kinney, and seconded by Councilman Herlihy, that <br /> the staff be instructed to prepare a draft resolution to impose the appropriate <br /> provisions of the Vehicle Code to private streets in the Pleasanton Park Villas <br /> area and in the Laguna Vista Estates area, to be considered at the meeting of <br /> March 26, 1973~ <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid <br /> NOES: None <br /> ABSENT: None <br /> <br /> MATTERS CONTINUED FOR DECISION <br /> ~pproval of Final Map and. Improvement Pla~s~ Tract 3311~ .Val Vista <br /> Mr. Edgar presented the staff report regarding this matter, and recommended <br /> approval of the item. <br /> <br /> Mro Campbell stated that the Final Map and Improvement Plans for this tract <br /> have been checked by the Engineering staff and necessary corrections have been <br /> made, and the necessary inspection fees, annexation fees, bonds and signed agree- <br /> ments have been received. <br /> <br /> Mr, Hirst reiterated the legality of approval of this Final Map and Improvement <br /> Plans, stating that it is a simple matter of compliance and is required to be <br /> approved under the law. <br /> <br /> Councilman Pearson reiterated his conviction of being in opposition of building <br /> houses too close to the V.C,S,D. Sewage Treatment Plant and it's long-range effects <br /> upon the community. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that Resolu- <br />tion No. 73-40, approving the Final Map and Improvement Plans, Tract 3311, Val Vista, <br />be adopted~ <br /> The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />Approval of Agreement between C~.ty of Pleasanton and Traffic Signal Repair Co.~ <br />Inc.~ for traffic signal maintenance <br /> Mr. Campbell presented the staff report regarding this matter. <br /> <br /> Councilman Herlihy raised several questions in regard to this Agreement. <br /> <br /> Mayor Reid declared this matter continued to the meeting of March 26, 1973, <br />for further information and review. <br /> <br />SPECIAL REPORTS <br />Consideration of AB 24~ .a Bill to make BART Directors elective <br /> Mro Edgar presented the staff report regarding this matter. <br /> <br /> Councilman Kinney stated his feelings regarding the importance of BART service <br />to Pleasanton and urged support of any legislative proposals that would hasten <br />full service which we are paying for. <br /> <br /> Mayor Reid stated the Mayors' Conference was in opposition to this Bill because <br />they felt membership on all various bodies and commissions should be representa- <br />tives from local Jurisdictions in order to assure that local representation from <br />existing public bodies are given fair representation on various committees. He <br />further stated the League of California Cities has taken a similar position on this <br />matter. <br /> <br /> Councilman Pearson commented that he didn't see how people selected by politi- <br />cians are more representative of people than people elected by people. <br /> <br /> Councilman Herlihy cited East Bay Regional Park District as an example of no <br />representation of our area. <br /> <br /> 3/19/73 <br /> <br /> <br />
