Mr. Tom Andrews, Co-Chairman of the Citizens General Plan Review Committee, <br />requested tentative growth rate figures in order that the Committee would have <br />guidelines as to how to proceed with their study. <br /> <br /> Mrs. Helen L. Robinson, 1312 Vintner Way, suggested that other areas should <br />be studied, such as the seismic element, air quality element, and noise, before <br />development of any area. <br /> <br /> Mr. Juan Covian, 4380 Chapman Way, expressed concern about where the sewer <br />capacity would come from to sustain the 800 growth rate, and the economics of a <br />two year delay in the building of the proposed Stoneridge Shopping Center. <br /> <br /> Mr. Frank Brandes, 6889 Corte Sonada, stated he felt tentative and final maps <br />should not be approved until after the completion of the General Plan Review. <br /> <br /> Mayor Reid declared this matter continued until such time as additional data <br />and input has been received in order to determine more accurately the growth rate <br />and goals for the City. <br /> <br /> Mayor Reid requested that, since it was past 10:00 P.M., Item 14 would be <br />heard at this time. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mrs. Jo Harding, 540 E. Angela, representing the Citizens Against a Garbage <br />Environment, asked the City Council for support of an appeal to the State Water <br />Resources Control Board regarding opposition to the Kaiser Land Fill proposal. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Kinney, that <br />Resolution No. 73-35, supporting Zone 7 in an appeal to the State Water Resources <br />Control Board of the Regional Water Quality Control Board's decision regarding the <br />establishment of standards and criteria for the Kaiser Reclamation project, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, and Mayor Reid <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Councilman Pearson <br /> <br /> Councilman Pearson abstained because of his affiliation with Kaiser Research. <br /> Mayor Reid recessed the meeting at 10:45 P,M. <br /> <br /> Mayor Reid reconvened the meeting at 10:50 P.M. <br /> <br />SPECIAL REPORTS (Contd.) <br />.~eport of the Sub-committee of the City .C~unci!.~ Re: Labor Relations Consolidated <br />BargaininE <br /> Mr~ Edgar presented the staff report regarding this matter, stating the desira- <br />bility and feasibility of employing the concept of Joint bargaining in labor re- <br />lations, and recommended the following: (1) the City of Pleasanton enter into the <br />proposed Joint Powers Agreement for labor relations consolidated bargaining through <br />adoption of t}~e Resolution of Execution; (2) that the parties to the Joint Powers <br />Agreement be limited this year to the following public agencies: City of Pleasanton, <br />City of Livermore, and Valley Community Services District; and (3) that the employ- <br />ment of the concept of Joint bargaining as called for in the Joint Powers Agreement <br />be limited ~his year to the respective Fire Services employee organizations of the <br />above named public agencies. <br /> <br /> Mr. Carl Bunch, Attorney, P. O. Box 67, Pleasanton, representing Pleasanton <br />Fire Fighters Local 1974, stated that the firemen had not received sufficient <br />notice of the pending plan, and that such a Joint powers venture could rob each <br />employer entity of its bargaining autonomy. He further stated that he has reason <br />to believe the firemen will not be willing to negotiate on a Joint basis, and <br />there is nothing the agencies can do about ft. Mr. Bunch also said that by the <br />Joint exercise, each agency might sacrifice power over its own employees since in <br />effect you have delegated some of the authority in the decision making process. <br />He urged the City Council to delay any action on this matter until the firemen <br />have had time to study this matter further. <br /> <br /> 5. 3/12/73 <br /> <br /> <br />
