Councilman Mori stated he felt the Ordinance was too restrictive. Councilman Kinney commented that this policy is a positive step forward as far as the downtown area is concerned and that he would support it. It was moved by Councilman Herlihy, and seconded by Councilman Kinney, that Resolution No. 73-34, regarding policy with respect to the location and construc- tion of financial institutions including banks, savings and loan associations, finance companies, credit unions and related services, be adopted. Valle] Planning .Comm. i~ee~ Re: .Joint Powers Agreement Mr. Edgar presented the Joint Powers Agreement on Cooperative Planning for Eastern Alameda County. He stated that the City of Livermore had approved this agreement with minor modifications. Councilman Pearson stated that now is the time to raise any objections to this agreement. He further stated it is a mechanism to oversee Valley-wide plan- ning. After discussion, it was moved by Councilman Herlihy, and seconded by Council- man Kinney, to approve the Joint Powers Agreement on Cooperative Planning for Eastern Alameda County, with the revision that the membership of the proposed Conm~ission be limited to nine (9) members, three each from the Cities of Liver- more and Pleasanton and Alameda County.
