It was moved by Councilman Mori, and seconded by Councilman Herlihy, that <br /> Ordinance No. 692, approving the application of the Planning Commission to amend <br /> Title II of the Ordinance Code of the City of Pleasanton by the deletion there- <br /> from of the words "offices, not including medical or dental offices" and the <br /> insertion in its place of the following language: "Regional administrative <br /> offices including computer centers each in excess of 5,000 square feet of usable <br /> space", be introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid <br /> NOES: None <br /> ABSENT: None <br /> <br /> MATTERS CONTINUED FOR DECISION <br /> Approval of Final Map a~d Im.provement Plans~ TraC.t 3312~ Val Vista~ Unit ..7 <br /> Mr. Edgar stated it was now in order to approve the Final Map and Improvement <br /> Plans on Tract 3312, since all conditions had been met by the developer, and the <br /> City Council had made a determination regarding land use. <br /> <br /> Mr. Donald RathJen, 1802 Halcyon Court, commented that he felt a decision on <br /> this matter should be delayed until after the General Plan Review is completed, <br /> since a decision on this controversial zoning will have a long term effect upon <br /> the City. <br /> <br /> Mrs. Anna Martinsen, 4938 Payne Road, stated she felt the residents of the <br /> area were not properly informed or given accurate information regarding land use <br /> of this property, and urged the City Council to consider limited, desirable in- <br /> dustry for this parcel. She further stated her concern regarding building homes <br /> too close to the sewage treatment plant and the lack of FHA and VA loans for <br /> homes built near sewage treatment plants. Mrs. Martinsen stated the City Council <br /> should not bow to developer pressures, and again urged a "No" vote on this issue. <br /> <br /> Mrs. Helen L. Robinson, 1312 Vintner Way, state that, after much study and <br />review, she felt it would be an unwise decision to approve this final map, since <br />light industry would be more compatible with the R-1 zoning already existing, <br />and strongly urged the City Council to reconsider this zoning and place this <br />parcel into an interim moratorium. <br /> <br /> Mr. Hirst explained that this property had been placed in the S District some <br />time ago for review of the land use zoning, a Judgment had now been entered into, <br />and the applicant was entitled to have the subdivision map approved since he had <br />complied with all of the conditions set forth. <br /> <br /> Mayor Reid stated that a Judgment had been rendered between the City of <br />Pleasanton and the applicant which has to be honored. <br /> <br /> Councilman Mori took exception to Mrs. Martinsen's remarks regarding Council- <br />men bowing to the developers pressures, and stated that in every conversation he <br />had with residents of Val Vista not one spoke in favor of industrial zoning. He <br />further stated that after careful examination, industrial zoning would be the <br />least feasible. He also commented that he felt Mr. Edgar presented a very pro- <br />Jective review of this matters to the citizens of the Val Vista area. <br /> <br /> Councilman Pearson stated that since some of the citizens in the area were <br />not satisfied with the zoning that was proposed, then it seemed incumbent upon <br />the staff and City Council to come up with a more satisfactory zoning. <br /> <br /> Councilman Herlihy commented that he had artended the Val Vista Homeowners <br />Association meeting and the presentation covered all of the items 'pertinent to <br />this parcel, and he did not think the Council was remiss in looking at residen- <br />tial zoning. <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Mori, that <br />Resolution No. 73-33, approving Final Map and Improvement Plans, Tract 3312, <br />Val Vista, Unit 7, be approved. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, and Mayor Reid <br />NOES: Councilman Pearson <br />ABSENT: None <br /> 2. 3/12/73 <br /> <br /> <br />
