Report Re: Animal Control Services - Fiscal Year 1973-74 <br /> Mr. Miller presented the staff report regarding this matter, stating that <br /> Pleasanton's share of the total animal control program, as submitted by the County <br /> of Alameda's Animal Control Agency, will increase 82% in the next Fiscal Year. Mr. <br /> Miller recommended the City implement its own animal control field service program, <br /> effective July 1, 1973, and continue to contract with Alameda County for shelter <br /> service. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Pearson, that <br /> Resolution No. 73-29, instructing the staff to implement the City's own animal <br /> control field service program, effective July 1, 1973, and continue to contract <br /> with Alameda County for shelter service. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Mori, Pearson, and Mayor Reid <br /> NOES: None <br /> ABSENT: Councilman Kinney <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Mori, to instruct <br /> the staff to notify the County of Alameda's Animal Control Agency of termination of <br /> field services to the City of Pleasanton, effective July 1, 1973. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Mori, Pearson, and Mayor Reid <br /> NOES: None <br /> ABSENT: Councilman Kinney <br /> <br /> Matters for the Information of the Council <br /> Mr. Edgar presented a memorandum from the Director of Engineering Services, <br /> dated February 21, 1973, regarding installation of sidewalks for Harvest Park School. <br /> <br /> REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney presented at this meeting. <br /> <br /> COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilman Mori reported on the progress of the Valley Water Interest Committee <br />regarding the governing body. <br /> <br /> Mayor Reid read a resolution passed at the ABAG General Assembly on February <br />22, 1973, regarding regional growth rate policy. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> Councilman Herlihy commented that the plane crash in Atlanta tcday had been <br />caused by birds over the garbage dump, and this should be a consideration regarding <br />the proposed Kaiser Dump site near Pleasanton. <br /> <br /> Councilman Pearson reported he had received a number of telephone calls re- <br />garding a permit fee on sprinkler systems already installed in private yards. The <br />City Attorney advised him a meeting had been scheduled to look into this matter. <br /> <br /> Mayor Reid stated there would be a Regional Citizens Forum regarding citizen <br />involvement in the San Francisco Bay Region's planning process, ohM arch 10, 1973, <br />at the San Francisco War Memorial Auditorium, and urged participation in this <br />event. <br /> <br /> Mayor Reid stated that San Francisco Assemblyman John Foran has introduced <br />a constitutional amendment titled ACA 16, to allow a portion of the Gas Tax <br />Revenues for (1) the control of environmental pollution caused by motor vehicles, <br />(2) public transit systems, and (3) the payment of principal and interest on <br />revenue bonds issued for these or for highway purposes. Mayor Reid expressed <br />concern regarding this added depletion of gas tax funds and requested that a <br />copy of ACA 16 be forwarded to the Council with a report regarding this matter. <br /> <br /> Mayor Reid stated that the City should not participate in any further fund- <br />ing of SACEOA. <br /> <br /> <br />
