Mr. Edgar introduced Bart Sullivan, Boy Scout, who was acting as Boy Scout <br />City Manager for the week. <br /> <br />SPECIAL REPORTS <br />Report of the Valley Planning Committee~ Re: Joint powers A~.reement <br /> Mr. Edgar stated there is a possibility of creating a Valley Planning Commis- <br />sion, authorized to review certain kinds of matters in the planning area that <br />would be of Valley-wide significance and refer back to legislative bodies for <br />final decision. A draft of the Joint Powers Agreement that would be executed <br />by County of Alameda, City of Livemore, and City of Pleasanton, was presented <br />to the Council. The main purpose of the Commission would be to prepare a Valley- <br />wide master plan and adopt a budget if that becomes necessary. <br /> <br /> This matter was continued to the meeting of March 12, 1973, at which time the <br />up-dated Joint Powers Agreement will be presented. <br /> <br />Report of the Traffic Safety Commi. ttee~ Re: Tr~ffic..Safety Recommendations <br /> Mr. Campbell presented the staff report regarding this matter. <br /> <br /> It was moved by Councilman Pearson, and seconded by Mayor Reid, that Fire <br />Chief Jon Frudden be appointed to the Traffic Safety Committee. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Mori, Pearson, and Mayor Reid <br />NOES: None <br />ABSENT: Councilman Kinney <br /> <br /> The Council instructed the staff to proceed with the work program and cost <br />schedule to correct school crosswalk improvements that are necessary. <br /> <br />City Council Determination, Re: EnvironmentaI ,Lmpact Stateme~.t on Mackay Tract <br />3375 <br /> Mr. Edgar stated this matter was continued from last week's meeting. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Herlihy, that an <br />Environmental Impact Statement would be required on Mackay Tract 3375. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Mori, and Mayor Reid <br />NOES: None <br />ABSENT: Councilman Kinney <br />ABSTAINED:Councilman Pearson <br /> <br />Report, Re: Washington Trip <br /> Mayor Reid stated the entire Council, the City Manager, and the Director of <br />Public Works would be attending the National Cities Conference in Washington, D.C., <br />on March 4,5, and 6, then go to New Jersey for meetings with Johnson and Johnson <br />regarding their proposed industrial development in Pleasanton. <br /> <br />Report q.f. the Adminis.trative C~_mmittee~ Re: FireManpower Study <br /> Mr. Edgar presented the report of the Administrative Committee regarding a <br />$20,000.00 grant for a fire study to be conducted on a Valley-wide basis, to <br />investigate activity of manpower and fire services as well as the possibility <br />of establishing criteria for station location. Mr. Edgar stated that three <br />consultants had been interviewed by the Administrative Committee, and they <br />recommend the firm of Booz-Allen and Hamilton be selected to complete the study. <br />The Council concurred. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />Report Re: Sewer Fees <br /> Mr. Edgar requested direction from the City Council regarding criteria for <br />establishment of a financial plan for phasing out the Sewage Treatment Plant. <br />The Council instructed Mr. Edgar to proceed on a formula of all residents paying <br />equally for the phase-out program. <br /> <br /> 4. 2/26/73 <br /> <br /> <br />
