SPECIAL REPORTS <br /> Re__~ of the Administrative Assistant~ Re: Proposed Charges to the Community <br /> Concerns Committee <br /> Mr~ Edgar presented the staff report regarding this matter. <br /> <br /> It was moved by Councilman Pearson, and seconded by Councilman Herlihy, that <br /> Resolution No. 73-26, approving the Community Concerns Committee Bylaws, as pre- <br /> sented in the report of the Administrative Assistant dated 2-13-73, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, and Pearson <br /> NOES: None <br /> ABSENT: Councilman Mori and Mayor Reid <br /> <br /> City Council Determination Re: Environmental Impact Statements <br /> Mr~ Edgar presented applications for City Council determination regarding En- <br /> vironmental Impact Statements° <br /> <br /> The City Council took action as follows: <br /> <br /> 1. Tentative Tract Map 3375, Purchase Parcel No. 3, Mackay Development, was <br /> continued one week for a full Council. Councilman Pearson abstained because <br /> Mackay is owned by Kaiser. <br /> <br /> 2. With reference to the Tentative Map 3133, Fairlands, Unit No. 9, the City <br /> Council determined that there should be an Environmental Impact Statement <br /> prepared. <br /> <br />3. With regard to the request to rezone property from the Industrial Park <br /> DisZrict to the 0 District in the Mission Park Subdivision, the City Council <br /> determined that this application should be exempt. <br /> <br />4. With regard to the application to construct a 4,400 sq. ft. building on the <br /> property located west of the Robo Car Wash, the City Council found this <br /> application should be exempt. <br /> <br />5. With reference to Dr. Ralph Juhl's application to rezone approximately six <br /> acres located on the southwest corner of Santa Rita Road and Black Avenue <br /> from the A to the O District, the City Council found this application is <br /> exempt~ <br /> <br />Report of the .City Manager, Re:.. Status of SACEOA <br /> Mr~ Edgar presented an oral report regarding this matter, stating that President <br />Nixon has clearly indicated his intent to phase out the National Programs provided <br />by the Office of Economic Opportunity and programs funded through this source in <br />Southern Alameda County are now administered by the Southern Alameda County Economic <br />Opportunity Association. The City Council has previously adopted a position paper <br />regarding the importance of the continuance of these programs to low income resi- <br />dents of this area, and with the intent of the President clearly expressed, recent <br />efforts of the State OEO to effectuate a change in the organizational structure for <br />the provision of these services is now apparently moot. <br /> <br /> It was moved by Councilman Pearson, and seconded by Councilman Herlihy, that <br />Resolution No. 73-27, regarding phase out of SACEOA and requesting the Governor to <br />take all steps possible to insure that SACEOA continue to receive OEO funds until <br />such time as OEO has been phased out, and more specifically: (1) that the State <br />OEO release the $190,000.00 which has been approved by the National OEO for the <br />continuing operation of SACEOA, and (2) that a supplemental grant in whatever <br />manner deemed appropriate be granted to SACEOA for its logical and orderly phase <br />out; and that the $140,000.00 grant for the Community Action Team currently being <br />administered by the seven South County Cities be made directly to the City of <br />Fremont, which is the administering agency in this regard, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, and Pearson <br />NOES: None <br />ABSENT: Councilman Mori and Mayor Reid <br /> <br /> 4. 2/20/73 <br /> <br /> <br />
