MATTERS CONTINUED FOR DECISION <br /> Contract with Architect for Civic Center <br /> Mr. Edgar presented the Standard Form of Agreement between the City and J. Jack <br /> Bras and Associates for Civic Center plans, and stated the fee was a fixed fee in- <br /> stead of the usual percentage fee. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that Re- <br /> solution No. 73-11, approving the Agreement with J. Jack Bras and Associates for <br /> plans and specifications regarding first phase construction of the Civic Center <br /> facilities, for a fixed fee of $14,500.00, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, and Mayor Reid <br /> NOES: Councilman Pearson <br /> ABSENT: None <br /> <br /> SPECIAL REPORTS <br /> Application of the Planning Conunission of the City of Pleasanton to place in a <br /> Study District the following properties: Parcel 1-2~ Bloc. k 3295, Assessor's Map <br /> Book 946~ containins 2.58 acres, mo.re or less, and Parcel 3-8., Block .3295, <br /> Assessor's Map Book 946, containins 6.93 acres~ more or less~ said properties <br /> frontins on Santa Rita Road, and more commonly known as the Edwin Wortham and <br /> Mel Mack properties <br /> Mr. Edgar stated this matter was continued from the meeting of December 18, <br /> 1972. <br /> <br /> Mr. Castro presented the staff report and map identifying properties in pro- <br /> posed R-4 and single family residential, as requested by the Council. <br /> <br /> Mr. Mel Mack, 2100 Jackson Street, San Francisco, owner of the E1 Rancho Motel, <br />told the Council his motel had been paying the Hotel-Motel Tax since it was en- <br />acted in 1969, buL.~felt he had never been supported by the Mayor or Mayor's <br />Council. He state~"t~Ha'~without a zoning it is impossible for him to upgrade <br />and expand his facility, and urged the Council to consider C-F zoning for this <br />parcel. <br /> <br /> Mr. Edgar stated the Planning Commission recommendation for the properties <br />fronting on Santa Rita Road was that Western Sierra be placed in the PUD District, <br />Struthers property in the 0 District, Wortham property remain in the A District, <br />and Mel Mack property be placed in the C-F District instead of a Study District. <br /> <br /> Mayor Reid stated he wanted to see if single-family development was feasible <br />in this areat He further stated if the City Council is going to adhere to the <br />General Plan philosophy, then they should abide by them. He stated the suggested <br />extension of commercial zoning on Santa Rita Road is a flagrant violation of the <br />General Plan policy. <br /> <br /> Councilman Mori commented that the flagrant violation of the General Plan <br />occurred when the Western Sierra development took place in the past. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that Ordi- <br />nance No. 689, approving the application of the Planning Commission to retain <br />Parcel 1-2, Block 3295, Assessor's Map Book 946, containing 2.58 acres, more or <br />less, more commonly known as the Edwin Wortham property, in the A (Agricultural) <br />District; and to place Parcel 3-8, Block 3295, Assessor's Map Book 946, contain- <br />ing 6.93 acres, more or less, more commonly known as the Mel Mack property, in <br />the C-F (Commercial Freeway) District, be introduced. <br /> <br /> It was moved byMayor Reid and seconded by Councilman Pearson to table the <br />motion on the floor. <br />The roll call vote was as follows: <br />AYES: Councilman Pearson and Mayor Reid <br />NOES: Councilmen Herlihy, Kinney and Mori <br />ABSENT: None <br /> <br /> 3. 1/15/73 <br /> <br /> <br />
