The roll call on the original motion to introduce Ordinance No. 689 was as follows: <br /> AYES: Councilmen Herlihy, Kinney and Mori <br /> NOES: Councilman Pearson and Mayor Reid <br /> ABSENT: None <br /> <br /> Councilman Herlihy expressed his concern regarding upgrading of the motel <br /> complex. <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> Report of the Park and Recreation Commission Re: Performin~ Arts Sub-Committee <br /> Concept <br /> Mr. Edgar presented the staff report regarding this matter, stating this is <br /> an expanded and refined concept providing direct liaison between Special Interest <br /> Groups and the City Council, and recommended endorsement of the concept and <br /> authorization to the Park and Recreation Commission to proceed on a gradual <br /> basis to begin the Special Interest Groups. <br /> <br /> The Council endorsed the concept, with Mayor Reid suggesting that item d of <br /> the report of Gary Patton, Director of Parks and Recreation, dated January 4, <br /> 1973, be changed to read that the selection to the Sub-committee Concept would <br /> simply be a ratification of recognized leaders in the Special Interest Groups. <br /> <br /> REPORTS OF THE CITY MANAGER <br />Report Re: Recommendations on Traffic consultant for signalization on First Street <br /> Mr. Campbell presented his report regarding this matter, which had been continued <br /> from 3anuary 8, 1973. He explained the scope of work regarding the installation of <br /> the signal light at First and Ray Streets and the implication of traffic problems <br /> that might arise from this signal, plus other engineering improvements. <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Pearson, that <br />Resolution No. 73-12, authorizing the staff to execute an agreement with Lampman <br />and Associates, 1855 Olympic Blvd., Suite 111, Walnut Creek, not to exceed <br />$1,000.00 for Phase 1, the preliminary work regarding signal at Ray and First <br />Streets, and $2,800.00 for Phase II, preparation of plans, speci£ications and <br />estimates for the contract installation of the signal, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />Report Re:. Valley-wide Youth Center Project <br /> Mr. Edgar presented his report regarding this matter, explaining the purpose <br />of the project to provide services such as employment, referral, counseling, re- <br />creation, etco, for the Livermore-Pleasanton-Dublin area, and recommended endorse- <br />ment of the concept. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Kinney, that <br />the City Council endorse the concept of a Valley-wide Youth Services Council as <br />set forth in the City Manager's report dated January 11, 1973, and that the staff <br />be authorized to proceed to establish the specific administrative details to <br />implement the concept. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />Report Re: Progress Report Regardin~ Sewer Service in the V.C.S.D.
