<br />Report, Re: Recommendations on Traffic Consultant for signalization <br />on First Street <br />Mr. Campbell presented his report, which states that signalization <br />of First Street and Ray and Vineyard would be best accomplished at <br />the same time this intersection is scheduled for realignment. Mr. <br />Campbell further stated that the proposal submitted by Lampman and <br />Associates seems very fair and this firm appears to be most qualified. <br /> <br />This matter will be placed on next week's agenda. <br /> <br />Report, Re: Curfew for Minors <br />Mr. Edgar asked Chief McCloud to present his report, who outlined <br />the reasons stated in his report why the Ordinance pertaining to <br />loitering is a valid one. His recommendation was against any change <br />in said ordinance. <br /> <br />Mr. Hirst stated his concurrence from a legal point of view of <br />the validity of this ordinance. <br /> <br />Mayor Reid recognized members of the audience who wished to speak <br />on this matter. <br /> <br />John Blair, representing Dublin High School's Civics Class? ad- <br />dressed the Council and presented his arguments for the extension <br />of the curfew from 10:00 P.M. until 12:00 Midnight. He advised the <br />Council that his Civics Class distributed over 500 questionnaires to <br />people of all ages asking their opinion on the curfew law. As a <br />result of this questionnaire, the"" class~6f.fered _ ~-resol;'[:Ei:.on t<:Lbe <br />considered by Council approving this curfew change. <br /> <br />As most of the students in the audience were residents of Dublin <br />it was acknowledged that the reason for this request was because <br />the Alameda Board of Supervisors, who were first approached by this <br />group, indicated that they would consider a change in their curfew <br />law if the Cities of Pleasanton and Livermore would do so. <br /> <br />It was the feeling of Chief McCloud that the County was begging <br />the question to say that they would go along with this change if <br />Pleasanton and Livermore revised their curfew law. <br /> <br />Councilman Kinney commended the students for addressing themselves <br />to the problem, but felt that the current policy was fair and necessary <br />for the protection of all citizens. <br /> <br />Councilman Herlihy recommended that the City contact the Sheriff's <br />Department on behalf of the students regarding this matter and asked <br />that a follow-up report be submitted to Council from the Police Chief <br />regarding activities in connection with possible curfew violations <br />within six (6) months. <br /> <br />Chief McCloud felt that first the students should take this <br />matter up with the County Sheriff's Department and if there were <br />any complaints of harassment" regarding this curfew law, discuss it <br />with them. He also issued the same invitation regarding P1easanton's <br />Police Department and suggested that the Civics Class visit the <br />Department and involve themselves in a participating program regarding <br />the workings of law enforcement. <br /> <br />Report, Re: Two-Wheeled Recreational Vehicular Park and Marathon <br />Motorcycling proframs. <br />Mr. Edgar sated that this matter has been reviewed by the <br />Fair Liaison Committee. <br /> <br />5. <br /> <br />1/8/73 <br />
