<br />SPECIAL REPORTS <br />There were no special reports. <br /> <br />REPORTS OF BOARDS AND COMMISS IONS <br />Report of the Planning Commission, Re: Clarification of the City <br />Council Policy regarding location of financial institution. <br />This matter was continued from the meeting of December 18, 1972. <br />Mr. Edgar presented this matter on behalf of the Planning Commission <br />for clarification of the policy already stated by the City Council. <br /> <br />There was considerable discussion regarding the specific zoning <br />designations included within the Central Business District which <br />would be affected by this policy. Mr. Edgar explained that the <br />interpretation the staff would give this policy is that financial <br />institutions should be permitted in the CR District and allowed as <br />conditional uses in the 0 and other commercially designated districts <br />which now exist in the Central Business District. However, the policy <br />would allow approval for the conditional use permit only in the down- <br />town area and would be routinely denied in outlying areas. <br /> <br />Councilman Pearson felt that this policy was clear and the <br />Planning Commission should have no trouble interpreting it. <br /> <br />Councilman Kinney commented that although this interpretation <br />does clarify the matter, he felt it was an additional restrictive <br />measure to an already restrictive policy with which he didn't agree. <br /> <br />Mr. Hirst explained that this is just a mechanical change whereby <br />the specific zoning within the Central Business District can be <br />applied for the implementation of this policy. <br /> <br />It was moved by Councilman Mori and seconded by Councilman Pearson <br />that Resolution No. 73-7 be approved clarifying City Council policy <br />that financial institutions be considered as permitted uses in the <br />C-R (Regional Commercial) District and conditional uses in the C-C <br />(Community Commercial), C-S (Commercial Service) and 0 (Office) Dis- <br />tricts and that the conditional use permits be approved only in the <br />Central Business District and routinely denied in those specific areas <br />that are outside the Central Business District. <br />The roll call vote was as follows: <br />AYES: Councilmen Mori, Pearson and Mayor Reid <br />NOES: Councilmen Herlihy and Kinney <br />ABSENT: None <br /> <br />Councilman Herlihy explained that he felt this policy is too <br />restrictive and will not serve the purpose that the Council is trying <br />to achieve, which is to develop areas with responsible business in <br />order to get a better tax base for the people. <br /> <br />REPORTS OF THE CITY MANAGER <br />Review of Bids and Award of Contract: Loma Alta Park <br />Mr. Campbell presented his report WhlCh lncluded a brief summary <br />of the three low bidders for this project as the Council requested. <br />He recommended that this contract be awarded to the low bidder, Lopez <br />Landscaping Contractors. <br /> <br />It was moved by Councilman Mori and seconded by Councilman Kinney, <br />that Resolution No. 73-8 be adopted, approving the award of contract <br />for Loma Alta Park to Lopez Landscape Contractors. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Pearson, and Mayor Reid <br />NOES: None <br />ABSENT: None <br /> <br />4. <br /> <br />1/8/73 <br />
