Resolution No. 2 - Environmental Control and Land Use Authority <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, to endorse <br />this resolution. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />Resolution No. 3 - Social Responsibilities of Cities <br /> It was moved by Councilman Kinney, and seconded by Councilman Reid, to approve <br />this resolution. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />Resolution No. 4 - Public Service Employee Relations <br /> The City Council took no action regarding this resolution. <br /> <br />Resolution No. 5 - An Adequate and Equitable Revenue Base <br /> It was moved by Councilman Reid, and seconded by Councilman Mori, to support <br />this resolution. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />Report~ Re: Proposition 1 <br /> Mrs. Jane Staehle, 4083 Compton Court, Livemore, representing the League of <br />Women Voters, stated that this group opposes Proposition 1. <br /> <br /> Mr. Edgar presented his report regarding this matter, stating that this <br />Initiative will have serious financial impact on cities, is a challenge of the <br />basic principles of representative government, and is the antithesis of many <br />attempts which have been made to limit the language of the California Constitu- <br />tion to the basic principles of State Government. He recommended opposition to <br />Proposition 1. <br /> <br /> Councilman Herlihy recommended the City Council take no action because of <br />controversy regarding this matter. <br /> <br /> Councilman Kinney stated he was in favor of Proposition 1 because it allowed <br />local control over monies, thus making it easier to tailor programs to fit the <br />needs. <br /> <br /> Councilman Mori stated he was in opposition of Proposition 1 because it <br />demonstrated a lack of faith in future generations and was an inequitable tax <br />system° <br /> <br /> Councilman Reid stated that although Proposition 1 is a result of inaction <br />on the part of State Legislators, he is opposed to it. <br /> <br /> Mayor Pearson sta~ed he is opposed to Proposition 1 because of the serious <br />financial impact it ~uld have on cities. <br /> <br /> It was moved by Councilman Mori, and seconded by Mayor Pearson, that the <br />City Council go on record in opposition to Proposition 1. <br />The roll call vote was as follows: <br />AYES: Councilmen Mori, Reid, and Mayor Pearson <br />NOES: Councilmen Herlihy and Kinney <br />ABSENT: None <br /> <br /> 3. <br /> <br /> <br />
