Councilman Reid stated he felt the taxpayers had given the Legislature suffi- <br />cient time to enact proper legislation regarding property tax reform and although <br />this Initiative contained certain problems, he understood the major thrust behind <br />it. He further stated that this would be the last time that he would oppose con- <br />straints regarding government expenditure and efforts to reform the tax structure. <br /> <br />Report.~ Re:.. Formula for Parking A~ree~ent <br /> Mr. Edgar presented the report of the Planning Department regarding parking <br />space requirements and deficiencies for each property owner in City Hall block. <br /> <br /> Mr. Campbell presented a display showing configurations of businesses and <br />parking lots, stating that if parking lots are placed together, then property <br />owners can get along with less parking space. He stated the approximate cost <br />per parking space is $2,300.00, which might be equitable but is too expensive <br />for the average property owner, and that some sort of subsidy is needed such as <br />an informal type of assessment district. <br /> <br /> Mayor Pearson stated he felt this matter was primarily a function of the <br />downtown merchants, and is reluctant for the City to subsidize such a program. <br /> <br /> Mayor Pearson declared this matter continued to November 5, 1973, for further <br />report of alternatives. <br /> <br />Matters for the Information of the Council <br /> Mr. Edgar presented Zone 7 Minutes. <br /> <br />Bids - Santa Rite Bridge over Arroyo Mocho <br /> Mr. Campbell presented the staff report regarding this matter, stating that <br />bids were opened by Zone 7 last week. The low bid was $468,805.50, which in- <br />cluded a bid item of $23,000.00 for the water line. Mr. Campbell recommended <br />approval of this bid. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, approving <br />the bid of $468,805.50, for construction of Santa Rite Bridge over Arroyo Mocho, <br />by Zone 7. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney presented at this meeting. <br /> <br />COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilman Kinney reported on the Rock, Sand and Gravel Committee meeting of <br />October 12, 1973, regarding the progress of E1 Charro Road realignment. He added <br />that Councilman Mori is now the City Council representative to this Committee. <br /> <br /> Mayor Pearson reported on the ABAG General Assembly meeting on October 11, <br />1973, which he and Councilman Herlihy artended, at which time the Growth Rate <br />Policy was adopted. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> Councilman Herlihy requested a staff report regarding the traffic situation <br />at the C & H Development near 1-580 on Johnson Drive. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Ed Carrier, 164 Main Street, representing himself and Vic Lurid, Jr., <br />presented a letter to the City Council requesting the City to apply to the <br />Regional Water Quality Control Board for an exemption to allow sewage connec- <br />tions for the remaining lots in their development in Rosepoint II, Parcel <br />Map 673. <br /> <br /> Councilman Reid requested this matter be discussed in Executive Session. <br /> <br /> 4. 10/lS/73 <br /> <br /> <br />
