PUBLIC HEARINGS <br />Application of the Planning Commission to fezone from the O (Office) District to the <br />P.U.D. (Planned Unit Development) District that property of Pico InvestorS~ inc.~ <br />described as Book 946~ Page 2549, Parcels 1~ 2 and 3~ said property located south of <br />Palomino Drive between Concord Avenue and Pico Avenue~ containing 2,06 acres~ more <br />or less~ PlEasanton <br /> Mayor Pearson declared the public hearing open. <br /> <br /> Mro Edgar presented the staff' report regarding this matter, stating that this <br />application concerns a request by Pico Investors to fezone approximately 2°06 acres <br />from the 0 District to the P~U.D. District, bounded by a drainage canal on the <br />south, Concord Street on the east, and Palomino Drive to the north~ Mro Edgar <br />stated the staff has some concerns rega~ding this item relating to economic and <br />bleeding off of the Neighborhood Shopping Center planned across the street. <br /> <br /> M~. Harris elaborated on the staff report and the recommendations of the Plan- <br />ning Commission which had two conditions attached ~o their approval as follows: <br />(1) design of parking lot restudied and revised; and (2) all uses in the 3,000 sq. <br />it, retail store must be approved by the Planning Commission. <br /> <br /> Councilman Reid stated he would like to see a map of the total area of both <br />proposed shopping centers and ~eview the reasons for' reducing the acreage of the <br />Neighborhood Shopping Center in order to make a more intelligent decision regard- <br />ing this application. <br /> <br /> It was moved by Councilman Reid, and seconded by Mayor Pearson, to continue <br />this application for one week for further study and review. <br />The roll call vote was as follows: <br />AYES: Councilman Reid and Mayor Pearson <br />NOES: Councilmen Herlihy, Kinney, and Mori <br />ABSENT: None <br /> <br /> Mr. Jack Bras, Architect, representing Pico Investors, displayed site plan of <br />the proposed Convenience Market, stating ~he purpose for processing this P.U.D. <br />application is to establish C-N zoning on .67 acres to allow the Convenience <br />Market, which is needed in this area due to the number of dwelling units and to <br />alleviate traffic on Vineyard Avenue, and which would not be in conflict with <br />future commercial development. He stated that architectual controls would be <br />applied so that this Center will be aesthetically pleasing and compatible with <br />the surrounding area, and urged City Council approval of the application. <br /> <br /> Mayor Pearson asked if sewer connection was available for this development. <br />Mr. Bras informed him ~hat Holding Tanks would be used. <br /> <br /> Mr. Ted Fairfield, representing Pico Investors, stated they were a group of <br />local investors ready ~c develop the property. He stated that Holding Tanks <br />would have to be used until the sewer ban is lifted. He added the design of the <br />Convenience Market would be an original one that would look like a Pleasanton <br />Heritage Store, that tenants for the retail store must first be approved by the <br />Planning Commission, and that they were not competing with the proposed Neighbor- <br />hood Shopping Center across the street. <br /> <br /> Mr. Jim Jarnagin, 3262 Burgundy Drive, stated that the residents of Vintage <br />Hills are in the process of establishing their Homeowners Association. He stated <br />they had reviewed this application and were opposed to it because the location <br />was not compatible to the suErounding residential area and that a buffer zone was <br />needed~ He requested the item be continued for one week for further study and <br />review by the residents of the area. <br /> <br /> The following members of the audience spole in opposition to the application: <br />Kirk Battleson, Kathie Black, Helen Robinson, Marilyn Cheney, Ken Smith, and <br />William Black° <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, that the <br />public hearing be closed. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> 2. 10/8/73 <br /> <br /> <br />
