Councilman Herlihy requested that the possibility of receiving Federal funds <br />for an in-depth study be considered. <br /> <br /> Councilman Kinney requested an analysis of variables that might affect the <br />General Plan. <br /> <br /> Councilman Reid wanted to know if the economic information received could be <br />run against a model in order to determine which way to proceed. <br /> <br />Matters for the Information of the Council <br /> Mr. Edgar presented a letter from the California Regional Water Quality Con- <br />~ol Board, dated September 12, 1973, regarding financing the phase out of the <br />Sunol Treatment Plant, and requesting a meeting with representatives of the City <br />regarding this matter. <br /> <br /> Mr. Edgar presented his report regarding attendance at the I.C.M.A. Conference <br />in Boston, September 23-27, 1973. The Council expressed approval of Mr. Edgar's <br />attendance at this Conference~ <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Report Re: Application to Modify Facility Lease with Non-Profit Corporation <br /> Mr. Scheidig presented his report regarding this matter, stating that at the <br />time the non-profit corporation obtained its loan from the First National Bank of <br />Pleasanton and Security Pacific Bank a letter agreement was entered into which <br />provided that upon the receipt of an Internal Revenue Service ruling that pro- <br />ceeds from the loan would be tax exempt, the irterest rate on said loan would be <br />reduced from 9.5% to 5.20%. The City of Pleasanton Public Facilities Corporation <br />has received a ruling from the Internal Revenue Sewvice to the effect that proceeds <br />from the loan obtained by the corporation to build the interim Civic Center office <br />building are tax exempt, and it is necessary for the Council to adopt a resolution <br />authorizing and ratifying the reduction in the interest rate of this facility lease <br />between the Council and the above corporation. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that <br />Resolution No. 73-151, authorizing and ratifying a reduction in the interest rate <br />of the facility lease between the City of Pleasanton and the City of Pleasanton <br />Public Facilities Corporation and amendment to Section 3 (A) of said lease, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />LeBislation <br /> Mr~ Scheidig requested that this item be dismissed from the agenda. <br /> <br />COMMUNICATIONS <br />Letter from Regional Post O.ffice~ Re: Pleasantq~..Post Office Site <br /> Mr. Edgar presented a letter from the Regional Post Office regarding the proposed <br />location of a post office at the Southeast corner of Black Avenue and Santa Rita Road. <br />The Council instructed the staff to write an appropriate letter in response, listing <br />some of the problems that will be encountered regarding this site and expressing the <br />City's concern that the post office follow the City's planning process° <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> Councilman Kinney requested that an item be placed on the agenda soon regarding <br />the Hillside ordinance. <br /> <br /> Councilman Herlihy requested that surveillance of crosswalks be increased for <br />the protection of pedestrians. <br /> <br /> Mayor Pearson presented his report regarding City Council Organization and Areas <br />of Activity, and requested this matter be placed on the agenda next week for dis- <br />cussion~ <br /> <br /> 9/17/73 <br /> <br /> <br />
