Thomas, 3559 Glacier Court, addressed the Council stating he was <br /> very much in favor of cat licensing due to the problems that existed with cats in <br /> his neighborhood and urged the Council to review the possibility of a containment <br /> or leash law for cats. <br /> <br /> Mrs~ Sylvia Hernandez, 4672 Cope Court, spoke regarding cat licensing, stating <br /> she was opposed to it as it would only create more problems due to cost of rabies <br /> and license, and the ordinance being unenforceable due to lack of manpower~ She <br /> also stated that collars on cats are dangerous since they could get hung on them. <br /> She urged the Council not to consider cat licensing. <br /> <br />· '~ Mrs. Robert Moore, 3548 Glacier Court South, representing Pets and Pals, ad- <br />"~ dressed the Council, stating her opposition to cat licensing. She quoted statistics <br />~ regarding rabies, citing that there were no known cases of rabies in cats in Alameda <br />ka County, and that cats were the least subject to rabies of any animal. She read a <br />~J~ letter from the San Mateo County Board of Supervisors in which they were opposed to <br /> cat licensing. Mrs. Moore briefed the Council on the problems Fremont is exper- <br /> iencing in their cat licensing program. She stated that cats are transient and <br /> cannot be confined. She urged the Council not to pass an ordinance enforcing cat <br /> licensing. <br /> <br /> Mrs. Jean Gill, 6599 Stanton Court, ask - Why license cats? The Council ad- <br /> vised her it was for the welfare of the cats as well as rabies control. <br /> <br /> Councilman Reid suggested that a public hearing be scheduled regarding this <br /> matter. <br /> <br /> Councilman Herlihy requested that information be obtained from Fremont regard- <br /> ing their cat licensing program, and also the feasibility of a leash law for cats. <br /> <br /> Mr. Edgar stated this matter would be placed on the agenda in the next 30 days <br /> with the following information: <br /> <br /> Further administrative report regarding Fremont's cat licensing program° <br /> Feasibility and legality of leash law. <br /> Amendment to animal control ordinance. <br /> Schedule public hearing. <br /> <br /> Report~ Re: Proposed EcOnomic Element for the Preliminary General Plan <br /> Mr. Edgar presented th[staff report regarding this matter, stating that when <br /> consultant services were terminated for the completion of the General Plan, the <br /> City Council asked that a precise timetable and work program as well as a pro- <br /> posed economic analysis be prepared by the staff, the objective of the economic <br /> analysis to relate land use decisions to economic consequences° Mr. Edgar re- <br /> commended that the City Council authorize the staff to solicit proposals to com- <br /> plete an economic analysis of the Preliminary General Plan for presentation to <br /> the Council. <br /> <br /> .... Mr. Castro elaborated on his outline setting forth the guidelines for the <br /> economic analysis of the General Plan, and requested authorization to proceed to <br /> contact various consulting firms in securing a more precise work program, time- <br /> table and cost, based on the guidelines. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Reid, authorizing <br /> the City staff to proceed to get proposals from consultants regarding preparation <br /> of an Economic Analysis for the Preliminary General Plan. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> <br /> 3. 9/17/73 <br /> <br /> <br />
