3o Three trees, two 15-inch diameter English Walnuts and one 18-inch diameter Black Acacia on east side of First Street at the northeast corner of inter- section of Vineyard Avenue and First Street. Trees are within the area of improvement of the Ray Street Realignment-First Street Traffic Signal Project and the preservation of these trees is not reasonably compatible with the construction of the street improvements. Council discussion ensued regarding replacement of the trees that are being removed. No one in the audience spoke in favor or in opposition to this application. It was moved by Councilman Mori, and seconded by Councilman Kinney, that the public hearing be closed. The roll call vote was as follows: AYES: Councilmen Herlthy, Kinney, Mori, Reid, and Mayor Pearson NOES: None ABSENT: None It was moved by Councilman Kinney, and seconded by Councilman Mori, approving the removal of two (2) dead trees on Bernal Avenue and three (3) existing trees on Ray Street for the construction of the Ray Street Alignment and First Street Signal project. REPORTS OF THE CITY MANAGER Report~ Re: Cat Licensing Mr. Edgar presented the staff report regarding this matter, stating that the major underlying reasons justifying consideration of cat licensing programs are as follows: 1. As a means to prevent the occurrence of rabies in cats and their possible transference to humans. 2~As a means to raise additional revenue to offset the ever increasing cost of the animal control program. Mr~ Miller elaborated on the staff report, stating there is significant justification for establishing a cat licensing program in the City of Pleasan- ton for the following reasons: 1. To reduce the possibility of rabies in cats by requiring anti-rabies vaccinations as part of the licensing program. 2.
