As a means to prevent the occurrence of rabies in cats and their possible <br /> transference to humans. <br /> <br />2~As a means to raise additional revenue to offset the ever increasing cost <br /> of the animal control program. <br /> <br /> Mr~ Miller elaborated on the staff report, stating there is significant <br />justification for establishing a cat licensing program in the City of Pleasan- <br />ton for the following reasons: <br /> <br />1. To reduce the possibility of rabies in cats by requiring anti-rabies <br /> vaccinations as part of the licensing program. <br /> <br />2.
