Mayor Pearson concurred with Councilman Reid, and reiterated the history of this <br /> parcel of property. He stated he voted in favor of the application because it is a <br /> desirable plan for the property as zoned, but he still felt it should be zoned as <br /> R-1 single family. <br /> <br /> Councilman Mori stated the plan as submitted presents to the City a very compat- <br /> ible use for this area and provides commercial services that are sorely needed in the <br /> community. <br /> <br /> Mayor Pearson recessed the meeting at 9:40 P.M. <br /> <br /> Mayor Pearson reconvened the meeting at 9:50 P.M. <br /> <br />MATTERS CONTINUED FOR DECISION (Contd.) <br />Report, Re: Final Draft of Private Sewage Disposal Po~.icies: (1) Holdin~ Tanks, and <br />(2) Septic Tanks <br /> Mr. Edgar stated that resolutions regarding Holding Tanks and Septic Tanks <br /> politics had already been approved and it was now in order to approve the review <br /> for establishment of a Holding Tank Disposal Franchise and the administrative pro- <br /> cedures for Septic Tank permits. <br /> <br /> Mr. Edgar read a letter from the California Regional Water Quality Control Board <br />dated September 11, 1973, regarding Quarterly Reports on Septic Tanks and Holding <br />Tanks, which stated the City must keep track of who has Holding and Septic Tanks and <br />send quarterly reports to the Board. <br /> <br /> Mr. Scheidig reviewed the revisions to the Holding Tank and Septic Tank resolu- <br />tions and stated it would probably be necessary for industrial or commercial dis- <br />chargers which desire Septic or Holding Tanks to maintain strict requirements set <br />by the Water Board. <br /> <br /> Mayor Pearson stated he felt this was the most important decision this City <br />Council would ever have to determine and urged careful consideration of this matter. <br /> <br /> Mr. John Edmands, member of the Chamber Industrial Development Committee, urged <br />local control over the regulation of private disposal systems, including the fran- <br />chise operation and a municipal health officer. He cited the General Motors indus- <br />trial development waiting that cannot build because the City lost local control over <br />its own sewage disposal system. He stated he felt applications for Holding and <br />Septic Tanks should be considered on an individual basis. <br /> <br /> Mr. Francis Headley, 1640 Orchard Way, stated he felt the use of Holding and <br />Septic Tanks was a potentially dangerous situation to water contamination in the <br />City of Pleasanton and expressed strong objection to any further Septic or Holding <br />tank approvals· <br /> <br /> Mrs. Joyce LoCiairs, 2427 Raven Road, addressed the Council voicing her strong <br />opposition to Septic Tank approvals, stating it was a giant step backwards and <br />urged the building of a new sewer plant or expansion of the present one° <br /> <br /> Mrs. Anna Martinsen, 4038 Payrio Road, requested that the City Council recon- <br />sider their position on Septic Tank uses, stating that grave consequences could <br />result such as the Happy Valley area, She expressed her opposition to the Septic <br />and Holding Tank policy· <br /> <br /> Mr. Frank Brandes, 6889 Corte Sonads, stated he would like to see the City <br />Council review its policy and eliminate approval of Septic and Holding Tanks under <br />any conditions. He added that while this was contemplated to be only an interim <br />solution, he felt it would be long range and, therefore, was not acceptable, and <br />urged the City Council to reconsider its stand on the use of Septic and Holding <br />Tanks. <br /> <br /> Mayor Pearson stated he had first voted in favor of the Septic Tank policy <br />because he thought it was fairly restrictive, however, he has now changed his <br />mind, and stated these approvals will also confuse the V.C.S.D. priority list. <br /> <br /> <br />
