Councilman Kinney stated it is not the intent of the City Council to allow <br /> Septic Tanks once sewer service is available, and that this is an opportunity to <br /> balance out our community. <br /> <br /> Councilman Herlihy stated he felt most of the applications that would be <br /> received for Septic Tanks had already been approved so there would not be any <br /> proliferation of these tanks to present problems. <br /> <br /> Councilman Mori stared he felt the Septic Tank policy was a good interim <br /> solution to the sewer problem and that it is a guideline for rational type <br /> development. <br /> <br /> In was moved by Councilman Reid, and seconded by Councilman Kinney, authorizing <br /> the staff to proceed to establish a franchise policy for Holding Tank disposal, for <br /> review by the City Council, and to approve the administrative procedures for Septic <br /> Tank permits. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, and Reid <br /> NOES: Mayor Pearson <br />~.~ ABSENT: None <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Kinney, requesting <br /> the City staff to investigate the feasibility of the City retaining a City Health <br /> Officer, and report back to the City Council. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, and Reid <br /> NOES: Mayor Pearson <br /> ABSENT: None <br /> <br /> Mayor' Pearson stated he was satisfied with the County Health Officer and felt <br /> the hiring of a City Health Officer would be disasterous. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mr. Chris Beratlis, 362 Christins Court, addressed the City Council regarding <br /> the matter of Mrs. Stella Beratlis' application for rezoning. He stated he had <br /> investigated the possibility of annexation to the City as suggested by the City <br /> Council, and the cost was unreasonable. Mr. Beratlis requested a more favorable <br /> solution to this application for rezoning. <br /> <br /> Councilman Reid suggested that a Letter of Intent from Mrs. Beratlis to annex <br /> to the City of Pleasanton as soon as is feasible be sent to the Board of Super- <br /> visors in order that this matter could be resolved, since the City Council has <br /> already agreed that the application is consistent with the General Plano <br /> <br /> Mayor Pearson stated that the City should not encourage zoning until after <br /> completion of the General Plan Review study. <br /> <br /> Councilman Kinney stated he felt the application is consistent with good General <br /> Plan use. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Reid, that the Board <br /> of Supervisors be informed that after having completed a very preliminary study on <br /> the timetable and costs of developing the property and extending utilities, that <br /> approval of the Stella Beratlis application is endorsed by the City Council with <br /> the condition that a Letter of Intent to annex the property to the City at a future <br /> date when feasible is given to the City. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, and Reid <br /> NOES: Mayor Pearson <br /> ABSENT: None <br /> <br /> Mayor Pearson stated he felt the Homeowners Associations should be notified and <br /> allowed to speak regarding this matter. <br /> <br /> <br />
