Councilman Mori entered the meeting at 8:30 P.M. <br /> <br /> Mayor Pearson declared that the remaining items on the agenda would be taken out <br /> of order to allow the public an opportunity to speak without delay° <br /> <br /> REPORTS OF THE CITY MANAGER <br /> Raport~ Re: Preliminary Report on Crosswalks <br /> Mr. Edgar stated that it is important to recognize that traffic safety devices <br /> are Just that and cannot insure the safety of any residents. Accidents will happen <br /> regardless of the things we do. He further stated the City Council has made traffic <br /> safety a number one priority by participating in Federal grants, bicycle safety pro- <br /> grams, investory of traffic items that have been studied and worked on, appointing <br /> Council members to the Traffic Safety Committee, requiring many physical improvements, <br /> traffic signals, and stop signs. Mr. Edgar stated he was proud of the work accomp- <br /> lished by the City Council with regard to traffic safety. He added it has to be <br /> recognized that accidents do occur, and that individual responsibility is as impor- <br /> tant as municipal responsibility. <br /> <br /> Mro Campbell presented the staff report regarding this matter and displayed a <br /> map showing problem areas in the City, which are mainly where crosswalks are in the <br /> middle of a block coming out of parks or school grounds. Mr. Campbell listed the <br /> trouble areas as follows: <br /> <br />[J~ 1. Valley Trails Park to Valley Trails Drive <br /> 24 Willowren to Crestline Road <br /> 3. Hummingbird to Valley <br /> 4. Crestline Way to Northway Road <br /> 5~ Greenwood to Ridgewood <br /> 6. Gatetree to High School <br /> 7. Nevis to Alisal School <br /> 8. Mavis to Valley View School <br /> - 9. Kottinger Park to Kottinger Park Across Pico <br /> 10. Kottinger Park to Kottinger Avenue near Concord <br /> <br /> Mr. Campbell suggested that barriers be placed at these crossing areas and <br /> landscaping trimmed, for an approximate cost of $2,500.00 to $3,000~00o <br /> <br /> Councilman Herlihy questioned the effectiveness of the bicycle safety program. <br /> <br /> Councilman Kinney read the Traffic Safety Proclamation adopted earlier this <br /> evening, and stated that traffic safety is the responsibility of everyone° <br /> <br /> Councilman Mori stated that he felt the bicycle safety program is effective, <br /> and there also has to be parental responsibility in this type of safety, <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Herlihy, that <br /> Resolution No, 73-146, approving the improvements at the crosswalks as listed in <br /> the report of the Assistant City Manager, and authorizing an expenditure of <br /> $2,500.00 for the improvements, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> <br /> Mrs~ Diane Hawkins, 1416 Ridgewood Road, addressed the Council expressing the <br /> concern of the residents in the area of the fatal bicycle accident for the safety <br /> of children, and presented a petition to the Council signed by 173 residents, <br /> which reads as follows: <br /> <br /> "We, the undersigned, who are registered voters, do hereby petition the <br /> City of Pleasanton to take immediate, positive and corrective action <br /> for improving the safety of all walkways. <br /> <br /> "The following recommendations on improvements of walkways were made <br /> in a letter to Mr~ John Go Ames, Chairman of Traffic Advisory Committee <br /> from concerned citizens dated September 4, 1973. <br /> <br /> 3. 9/12/73 <br /> <br /> <br />
