Andersen, 1584 Foothill Road, urged approval of his application for <br /> a septic tankl~ <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Herlihy, to approve <br /> the applications of Harry Shacksiron and Mark E. Andersen for septic tanks on Foothill <br /> Road, and refer to the County Health Officer for specific recommendations as to loca- <br /> tion.I <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, and Reid <br /> NOES: Mayor Pearson <br /> ABSENT: None <br /> <br /> Mayor Pearson stated these lots were too small to accommodate septic tanks so <br /> he could not vote in ~avor of it. In addition, he stated that he did not believe <br /> the Council was adhering to its policy which had Just been adopted° <br /> <br /> Report of the Cit~ManaSer~ Re: Review and Revision of the Cit~vs Restricted <br /> Growth Policy <br /> Mr. John Bowling, 832 Abbie, representing the Housing Authority, requested that <br />the Housing Authority receive the highest priority possible for the 150 units of <br />housing to replace Komandorski Village. <br /> <br /> Mayor Pearson declared this matter postponed because of the lateness of the <br />hour. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS (Contd.) <br />Report, Re: Pedestrian Crossing on Santa Rita Road at West Las Positas Blvd. <br /> Mr. Campbell presented the report of the Traffic Safety Committee regarding this <br />matter, stating chat they passed a resolution recommending that due to the particular <br />problems for younger school related pedestrians at this intersection (wide paved area, <br />incompleted intersection, high approach speed, etc.) a crossing guard be assigned to <br />this intersection for the coming school year; that proper advance signing and pave- <br />ment markings be done and a ten foot crosswalk be painted across Santa Rite; that <br />painted channelization islands be installed to create a more orderly traffic flow <br />and that a yellow flashing light be attached to the school crossing sign as well as <br />advisory 25 MPH speed sign.~ <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, that the <br />recommendations of the Traffic Safety Committee as stated in their Resolution No. <br />73-7, adopted August 16, 1973, be approved. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Pearson stated he felt this was not sufficient protection. <br /> <br />REPORTS OF THE CITY MANAGER (Contd.) <br />Report of the Assistant to the City Manager for Finance, Re: Adoption of the 1973-74 <br />Tax Rate <br /> Mr., Walker presented the staff report regarding this matter, stating that the City <br />is required to adopt the 1973-74 tax rate and notify the County of the new rate prior <br />to September 1, 1973. <br /> <br /> 5. 8/20/73 <br /> <br /> <br />
