Councilman Kinney stated that the pending applications for holding tanks should <br />not be delayed any longer and a decision on this matter should be determined. <br /> <br /> Councilman Herlihy asked if the present resolution was flexible enough to assign <br />£ees and charges in regard to a trucking company. Mr. Scheidig informed him that it <br />was not. <br /> <br /> Mayor Pearson stated he felt a decision should not be made until all modifica- <br />tions and revisions were made on the proposed resolution. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that <br />Resolution No. 73-140, a resolution establishing a policy regarding the use of <br />Holding Tanks in the City of Pleasanton, be adopted, and the staff be authorized <br />to develop the administration and enforcement criteria for Holding Tanks. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori and Reid <br />NOES: Mayor Pearson <br />ABSENT: None <br /> <br /> Mr. Scheidig presented the resolution regarding fees for Holding and Septic Tank <br />applications. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, that Reso- <br />lution No. 73-141, a resolution of fees regarding Holding and Septic Tanks, be adopted. <br />The roll call Ivote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> Mr. Edgar reviewed the action of the Council as follows: <br /> <br />_~ptic Tanks <br />1. Resolution regarding Holding Tanks was adopted. <br />2.Staff was instructed to develop detailed administrative procedures as to <br /> how the operators should perform and be licensed. <br />3.Staff will work with County to develop consistent policy. <br /> <br /> Mayor Pearson recessed the meeting at 10:10 P.M. <br /> <br /> Mayor Pearson reconvened the meeting at 10:15 P.M. <br /> <br />SPECIAL REPORTS <br />Senator Tunney's le.~ter~. R.e: National Land Use Policy and Planning Assistance Act <br /> Councilman Herlihy presented a letter from Senator Tunney regarding establishment <br />of a system of grants-in-aid to assist the States with respect to land use policy and <br />planning. <br /> <br /> The Council concurred that this legislation took authority away from the local <br />planning level and, therefore, constituted another layer of government which in their <br />opinion was unnecessary. <br /> <br /> Each Councilman was directed to write to Congressman Stark regarding this matter. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />Referral from the Planning Commission of action taken by t~em~ Re: Further Expansion <br />of the Livermore Airport as it pertains to increased air traffic <br /> Mr. Edgar presented the staff report regarding this matter, stating that the <br />Planning Commission needed direction from the City Council regarding their policy <br />as to expansion of the Livermore Airport and approval to send a letter prepared by <br />Roger McLain from the City of Pleasanton to the City of Livermore regarding a <br />negative stance to any plans Livermore may propose that would increase the general <br />aviation activity at the Livermore Airport, and also clarification regarding the role <br />of the Planning Commission Airport Committee. <br /> <br /> 3. 8/20/73 <br /> <br /> <br />
