Mr. Bill Hirst, 478 Ewing, Attorney representing the Chamber of Commerce, stated <br /> the Chamber felt that septic tanks should be allowed for commercial and industrial <br /> uses on an interim basis where conditions permit in order to encourage development <br /> within the City. <br /> <br /> Mr. 3~ E~ Madden, 3851 Vineyard Avenue, addressed the Council expressing his <br /> concern regarding the need for commercial and industrial development and he ques- <br /> tioned the definition of the work "equivalent" with regard to single-family resi- <br /> dencos versus commercial uses as used in Paragraph 5 of the proposed resolution. <br /> <br /> Mr. B. T. Gerton, 628 St. Mary Street, spoke regarding City Council responsi- <br /> bility to encourage commercial and industrial development, and stated he felt the <br /> five acre limitation seemed arbitrary and he considered the requirement was not <br /> needed. <br /> <br /> Mr. William Gale, representing the Chamber Industrial Committee, stated the <br /> proposed policy resolution has a negative approach as far as commercial and indus- <br /> trial uses are concerned, and he felt a much more positive attitude should be taken <br /> in order to encourage commercial and industrial development. He expressed concern <br /> regarding the time necessary to process an application. He emphasized that this <br /> was an interim solution and each application should be considered on its own merits <br /> in order to encourage and to preserve the integrity of the City in its search for <br /> commercial and industrial development. <br /> <br /> Mr. Pat Gill, 6599 Stanton Court, representing 3. A. 3enks Company, reiterated <br /> the p~oblems his firm had encountered the last three years in trying to build a <br /> plant in Pleasanton. He stated their application for holding tank was before the <br /> City Council now, and added that a septic tank would be more economical, and he <br /> felt it would be sufficient to take care of their sewage disposal needs~ and would <br /> encourage the use of septic tanks for commercial uses where conditions would permit. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Reid, that <br /> Resolution No. 73-139, establishing a policy regarding the use of Septic Tanks <br /> in the City of Pleasanton, be adopted, with the understanding that the resolution <br /> would be reviewed in light of the Regional Water Quality Control Board Resolution <br /> Not 366 and revised to include a statement regarding the fact that the City wishes <br /> to encc. urage industrial and commercial development. Staff was directed to submit <br /> for City Council review at their meeting next week a report and revised resolution <br /> regarding the above. <br /> <br /> Councilman Kinney moved to amend the motion to amend Section Five of the pro- <br /> posed resolution deleting the reference to equivalent single-family flow. <br /> <br /> This motion died for lack of a second. <br /> <br /> The roll call vote on the original motion was as follows: <br /> AYES: Councilmen Herlihy, Mori, Reid, and Mayor Pearson <br /> NOES: Councilman Kinney <br /> ABSENT: None <br /> <br /> Mayor Pearson declared that discussion regarding Holding Tank policy be con- <br /> sidered at this time. <br /> <br /> Mr~ Winn presented the history of holding tanks in the County and the problems <br /> related thereto~ <br /> <br /> Mr. Hirst expressed concern regarding Mro Winn's presentation and letter on <br />_. holding tanks. He stated that sufficient safeguards could be incorporated into the <br /> approval process to adequately control disposal of the sewage. <br /> <br /> Mr. Scheidig reviewed the Holding Tank resolution for the information of the <br /> Council, <br /> <br /> Councilman Mori stated that a policy is needed as to administration and that <br /> we should pursue this with the County. <br /> <br /> Councilman Reid suggested the resolution should be amended to include the re- <br /> c~mmendations of the Director of Public Works in his report of August 14, and also <br /> to include the ~ecommendations of Mr, Hirst relative to certification of disposal <br /> of sewage. <br /> <br /> 2. 8/20/73 <br /> <br /> <br />
