MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> August 20, 1973 <br /> <br /> CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Robert Pearson called the Regular Meeting of the City Council to order at <br /> 8:00 P.M., and then led the Pledge of Allegiance to the flago <br /> <br /> ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br /> Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson were present. Mr. Edgar, <br /> City Manager, Mro Scheidig, City Attorney, Mr. Campbell, Assistant City Manager/ <br /> Director of Public Works, and Mr. Walker, Assistant to the City Manager, were present. <br /> <br /> AGENDA AMENDMENTS <br /> Mr. Edgar requested that two items be added to the Agenda as follows: <br />1~ Under 8c - Pedestrian Crossing on Santa Rita Road at West Las Positas. <br />2. Under Communications - Letter from Alameda County Planning Department, Re: <br /> Stella Betaills application ~or rezoning. <br /> <br /> CONSENT CALENDAR <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, that the <br /> following items listed on the Consent Calendar, be approved: <br /> <br /> a~ Approval of City Council Minutes fo~ August 13, 1973. <br /> <br /> b. Adoption of Resolution No. 73-136, approving Claims in the amount of <br /> $366,691~83, and review of Financial Report for the month of July, 1973. <br /> <br /> c. P~oclaim August 30, 1973, as All Star Football Classic Day. <br /> <br />d. Adoption of Resolution No. 73-137, approving Progress Payment No. 12, to Precomp <br /> Tanks, Inc., ~or work performed during July on Bonde Reservoir, in the amount of <br /> $7,676,10~ <br /> <br />e. Adoption of Resolution No. 73-138, approvinE Plans and Specifications, and <br /> authorize advertising for bids, Santa Rita Road and Hopyard Road Overlay <br /> Project, Project 73-6. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />PUBLIC HEARINGS <br /> There were no public hearinEs scheduled for this meeting. <br /> <br />MATTERS CONTINUED FOR DECISION <br />Report~ Re: Final Draft o~ Private Sewage Disposal Policies: (1) Holding Tanks~ <br /> (2}Septic Tanksl and (3) Resolution of Fees~ Re: Holding and Septic Tanks <br /> Mr'. Edgaz~ stated that all pertinent information regarding this matter has <br />already ~een submitted to the Council. <br /> <br /> Mayor' Pearson declared that the Septic Tank policy be discussed at this time. <br />He further stated that at the earlier Study Session, discussion included limiting <br />septic tanks to five acre minimum sites, septic tanks will not 5e allowed within <br />1,000 feet of any other existing septic tank, septic tanks are not intended for <br />commercial or industrial uses, septic tank applications would be referred to the <br />County Health O££icer foe recommendation before City Council approval. <br /> <br /> Mr. Gerald Winn, Director, Division of Environmental Health, Alameda County <br />Heal[h Care Services AEency, stated that each application would be evaluated on <br />its speci£ic site and surroundings. <br /> <br /> <br />
