Councilman Reid stated that he felt a standard form of specifications and <br />consulting work should be developed in order to know what is expected of a con- <br />sultant when contracting work with the City. <br /> <br />Zone 7 Contract Amendment~ Re: Santa Rita Road Bridge <br /> Mro Campbell presented the staff report regarding this matter, stating that the <br />amendment is necessary because of an increase in estimated costs due to an extension <br />of the project limits and time delays. This amendment basically changes only the <br />payment schedule with respect to dates and amounts. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Kinney, to <br />approve the Zone 7 Contract Amendment regarding Santa Rita Road Bridge. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br /> Mr. Edgar presented a memorandum from the Fire Department regarding storage of <br />combustible fibres, baled hay, within City Limits, in reply to Councilman Mori's <br />inquiry last week° <br /> <br /> Mro Edgar presented a memorandum from the Director of Community Development <br />regarding development plans on property located at the southwest corner of West <br />Las Positas Blvd., and Hopyard Road, as requested by Councilman Mori last week° <br /> <br /> Mr. Edgar presented a memorandum regarding Council microphones, as requested <br />by Councilman Herlihy last week. <br /> <br /> Mr. Edgar presented Zone 7 Minutes. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Report, Re: Fairgrounds <br /> Mr. Scheidig presented his report regarding the Fairgrounds and what powers the <br />City might have in regard to the development on the Fairgrounds since portions of <br />it are within the City Limits. He stated the City Council does not have any power, <br />other than through the political process, over the development of projects in the <br />Fairgrounds. <br /> <br /> Mr. Edgar stated he had talked to Mro William Fraley, Alameda County Planning <br />Department, who informed him that with regard to the Master Plan of the Fairgrounds, <br />it should be transmitted to the City for review with respect to the Environmental <br />Impact Report. <br /> <br /> The Council, pursuant to the request of the City Manager, authorized the <br />City Manager and City Attorney to draft a letter for Council's review at its <br />meeting of August 20, 1973. Said letter, to the Fair Board, would request referral <br />of the Master' Plan and Environmental Impact Report related thereto to the City <br />Council for its review and comment. <br /> <br />Request for Permissio~.....to Seek. a ~.empOrarY Restrainins Order and Permit Injunction <br />aJainst Geremia Pools <br /> Mr. Scheidig presented his report regarding this matter, stating that Geremia <br />Pools is presently operating an illegal contractor's storage yard at 10 W. Angela <br />and that all efforts to amicably resolve this problem have met no response thus <br />permission is requested from the City Council to obtain a temporary restraining <br />order and seek permanent injunction against further use of this property for <br />illegal purposes. <br /> <br /> Mr~ James L. Perry, 4662 First Street, representing two neighbors and himself, <br />stated that Geremia Pools is blatantly defying the decision of the Planning Com- <br />mission. He further stated that Geremia Pools has caused them great discomfort <br />and safety, their trucks were driven recklessly, debris was scattered, and fenc- <br />ing had been destroyed. He presented pictures for the information of the Council, <br />and urged that something be done regarding this matter. <br /> <br /> 6. 8/13/73 <br /> <br /> <br />
