Councilman Reid expressed his concern regarding the total picture of the City, <br />not just parks and recreation, stating that one of the first priorities is to re- <br />solve the sewer problem. He further stated that while he is an ardent supporter of <br />the Youth Sports Program, he felt it would be wrong to spend more money before all <br />information regarding the three areas he mentioned previously is available. <br /> <br /> Councilman Herlihy stated he made his motion to bring the matter to a decision. <br />He stated that the Youth Sports Park can be completed on a phased increment develop- <br />ment, and that other programs in the City should receive priority consideration, <br />and that the Council has a responsibility to look at the total needs of the commun- <br />ityo <br /> <br /> Councilman Mori stated that while the sewer problem is crucial in our City, <br />the expenditure of $141,000.00 for Youth Sports Park development would not affect <br />the sewer phase out. <br /> <br /> Councilman Kinney indicated his disapproval of the action by the majority of <br />the Council regarding funding development of the Youth Sports Park. He further <br />stated there were pressures to phase out the sewage treatment plant, and also to <br />meet the other needs right now, but the Council has an obligation to the community <br />as stated by the public. <br /> <br /> Mayor Pearson stated this matter is a serious question of priorities. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that in <br />this year's Fiscal Budget that an additional $52,000.00 be allocated in order that <br />the First year's development which would include approximately 16 acres of the <br />Youth Sports Park adjacent to the presently existing Little League Fields be <br />developed as the first phase development. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> The final resolution, No. 73-134, as amended, read as follows: <br /> <br />"WHEREAS,the City Council, by Resolution No. 73-99. adopted a budget for the City <br /> of Pleasanton for the 1973-74 fiscal year; and <br /> <br />WHEREAS, at the time of the adoption of this budget, the Council had not determined <br /> the exact moneys to be appropriated for the development of various parks <br /> within the City of Pleasanton; and <br /> <br />WHEREAS, subsequent to the adoption of ~esolution No. 73-99, the City Council has <br /> determined public park development should proceed for the 1973-74 fiscal <br /> year. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE AS FOLLOWS: <br /> <br />Section 1. The capital improvements budget for the 1973-74 fiscal year is hereby <br /> amended by the appropriation of $88,000.00 from the park land dedica- <br /> tion funds to be used for the development of the following parks with <br /> the exact expenditure per park to be as indicated below: <br /> <br /> Neighborhood Park .Development Fund <br /> <br /> 1. Previously Approved: <br /> Youth Sports, Century and Woodthrush Parks $70,000.00 <br /> <br /> 2. Add: Amador Valley Community Park 5,000.00 <br /> Hansen Park 5,000°00 <br /> Harvest Park 5,000.00 <br /> Mission Hill Park 1,000.00 <br /> Oakhill Park 1,000.00 <br /> Moller Park 1~000.00 <br /> <br /> $88,000.00 <br /> 4. 8/13/73. <br /> <br /> <br />
