Mr. Campbell presented the resolution amending the Capital Improvements Budget <br /> for the 1973-74 Fiscal Year° <br /> <br /> Ms. Mary S. Powell, 5253 Meadowood Court, representing several neighbors in her <br /> area, spoke regarding Walnut Grove Park, stating they felt this Park should be com- <br /> pleted as soon as possible, that it will benefit many people, it is a safety factor, <br /> is an outdoor learning center, and urged the Council to re-establish the $20,000.00 <br /> in the Budget for development of this Park. <br /> <br /> Ms. Brenda Mock, 5167 Northway Road, speaking on behalf of 6 or 7 residents in <br /> the area, stated that this Park would not only be used as a Neighborhood Park but <br /> also as a recreation center, a place for science classes and other groups from the <br /> school to meet, and for youth activities, and she requested the Council to re- <br /> budget $20,000.00, instead of the $10,000.00 presently budgeted, f,gr completion <br /> of Walnut Grove Park. <br /> <br /> Mayor Pearson declared that each item on the resolution would be discussed <br /> separately. <br /> <br /> The Council concurred on the expenditure of Park Dedication Funds as listed. <br /> <br /> With regard to Revenue Sharing money, Councilman Mori suggested that $20,000.00 <br /> be allocated to Walnut Grove Park instead of $10,000.00, so that this Park can be <br /> completed this year. <br /> <br /> Councilman Reid expressed concern regarding the expenditure of Revenue Sharing <br /> money on parks, stating that the following three areas need further study before <br /> allocation of the money: <br /> 1. Acquisition of land <br /> 2. Construction of Capital Improvements <br /> 3, Maintenance <br /> <br /> Councilman Reid stated these areas of concern would have a bearing on the ultimate <br />· monies that would have to be spent on parks. He added that other projects in the <br /> City should receive consideration for Revenue Sharing money. <br /> <br /> Mayor Pearson concurred with Councilman Reid, stating that the City could get <br /> into serious maintenance problems in the next two or three years. <br /> <br /> Councilman Kinney commented that the current projects should be completed as <br /> soon as possible. <br /> <br /> Councilman Herlihy stated that further study should be done on what programs <br /> need to be completed in the next two or three years, and project how to spend the <br /> money. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Mayor Pearson, that Revenue <br /> Sharing Funds be allocated as follows: <br /> <br /> Summer Youth Corps $25,000.00 <br /> Val Vista Park Development 5,000.00 <br /> Walnut Grove Park Development 20,000.00 <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> ABSTAINED:Councilman Reid <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Kinney, that <br /> $141,000.00 of Revenue Sharing Funds be allocated for Youth Sports Park. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Kinney and Mori <br /> NOES: Councilmen Herlihy, Reid, and Mayor Pearson <br /> ABSENT: None <br /> <br /> 3. 8/13/73 <br /> <br /> <br />
