Tax money should be spent on paving Second Street and Main Street <br /> before other street improvements. <br /> 4~ More places for Youth and their activities, such as sports. <br /> <br /> Mayor Pearson stated the tapes were available for anyone to listen to. <br /> <br />PUBLIC HEARINGS <br /> There were no public hearings scheduled for this meeting. <br /> <br />MATTERS CONTINUED FOR DECISION <br />Adoption of Ordinance No. 704 (Topless-Bottomless Ordinance) <br /> Mr. Scheidig stated this ordinance was introduced last week by a split vote, <br />and it is now in order to adopt the ordinance. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that <br />Ordinance No. 704 (Topless-Bottomless Ordinance), be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, and Reid <br />NOES: Mayor Pearson <br />ABSENT: None <br /> <br />Progress Payment No. 3~ to Lopez Landscape Contractorst fg.r Fork completed on Loma <br />Alta Park~ Pro3ect 1t and Fa..irlands Elementary Sc~oplt .pro3ect 2 <br /> councilman Kinney inquired as to what response the City had received from the <br />School District regarding payment of the $10,000.00 loan for the Fairlands School <br />Park Development° Mr~ Edgar stated that the School District was required to repay <br />this loano <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Herlihy, that <br />Resolution No~ 73-132, approving Progress Payment Noo 3, to Lopez Landscape Con- <br />tractors, £or work completed on Loma Alta Park, Project 1, and Fairlands Elementary <br />School, Project 2, in the amount of $17,197.65, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />SPECIAL REPORTS <br />Report of the Assistant City Managert R~: Pro.posed No-Parking Zones' on.yineyard <br />Avenue an~ Ray Street <br /> Mr. Campbell presented the staff report regarding this matter, stating that the <br />Traffic Committee recommended this change for safety reasons. <br /> <br /> Councilman Herlihy expressed his concern regarding private driveways on Vineyard <br />Avenue and requested that alternative solutions be looked into regarding this matter. <br /> <br /> Councilman Kinney inquired as to when the traffic survey had been taken° Mr. <br />Campbell advised him that it was taken over a fifteen day period at random times <br />of the day and night. <br /> <br /> Councilman Reid asked what ratio of off-street parking was available for the <br />apartment complexes on Vineyard Avenue° Mr~ Campbell stated that there were empty <br />parking spaces at the apartments when the survey was taken at 5:00 A.M. <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Mori, that <br />Resolution No. 73-133, amending Traffic Resolution No. 70-26, Section 6 - No <br />Parking Zones, to add Ray Street and Vineyard Avenue, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Kinney, Mori, Reid, and Mayor Pearson <br />NOES: Councilman Herlihy <br />ABSENT: None <br /> <br />Report~ Re: PrOposed 1973-74 Park Program and Park Priorities~ (1) Expenditure <br />Resoli~tion, and (2) Timetable <br /> Mr. Edgar explained the staff report regarding previously approved projects. <br /> <br /> 8/13/73 <br /> <br /> <br />
