MINUTES of THE MEETING of THE CITY COUNCIL August 13, 1973 CALL TO ORDER - PLEDGE TO THE FLAG Mayor Robert Pearson called the Adjourned Regular Meeting of the City Council to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. ROLL CALL Deputy City Clerk Doris George called the roll which is recorded as follows: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson were present. Mr~ Edgar, City Manager, Mr. Scheidig, City Attorney, Mr. Campbell, Assistant City Manager/ Director of Public Works, Mr. Sooby, Director of Engineering Services, were present. AGENDAAMENDMENTS Mr. Edgar requested the following amendments to the agenda: 1. Add as Item 9c - Zone 7 Contract Amendment, Re: Santa Rita Road Bridge. 2, Under Matters Initiated by Council Members - Add letter from Senator John V. Tunney, Re: National Land Use Policy and Planning Assistance Act, to be discussed by Councilman Herlihy~ 3o Add to the Consent Calendar - Resolution of Intention to detach Elliott Annexation (Annexation No. 62, East of Fairlands) from Livermore Area Regional Park District. Councilman Kinney requested that Item 4e - Progress Payment No. 3 to Lopez Landscape Contractors, for work completed on Loma Alta Park, Project 1, and Fairlands Elementary School, Project 2, be removed from the Consent Calendar, for discussion under Item 6b. CONSENT CALENDAR It was moved by Councilman Reid, and seconded by Councilman Herlihy, that the following items listed on the Consent Calendar, be approved as amended: Approval of City Council Minutes for August 6, 1973. Proclaim Week of September 9, 1973, as Square Dance Week. c. Adoption of Ordinance No~ 703, (Rezoning 1/2 acre Southwest corner Main Street and Bernal Avenue - Valley Bank) (Councilman Reid abstained from voting on this item because of his absense at the public hearing)e d. Adoption of Ordinance No. 705 (Massage Parlor Ordinance). e~ Adoption of Resolution No. 73-131, a Resolution of Intention to detach Annexation No. 62 (Elliott Annexation, East of Fairlands) from Livermore Area Regional Park District. The roll call vote was as follows: AYES: Councilmen Herlihy, Kinney, Mori, Reid (except Item 4c, for which he Abstained), and Mayor Pearson NOES: None ABSENT: None Mayor Pearson introduced Nelson Skjelstad, age 12, who with Sam Mullins, age 11, had conducted a taped survey within the City regarding what improvements the resi- dents felt were most needed. Nelson reported the survey revealed the priorities as follows:
