Report~ Re: Proposed Topless-Bottomless Ordinance <br /> Mr~ Scheidig presented his report regarding this matter, stating that the <br />Supreme Court of the State of California has recently authorized local regulations <br />of the question of topless and bottomless entertainment, and in order to insure <br />that the City of Pleasanton will have control over the types of activities within <br />its corporate limits it is recommended by the Police Department, the City Manager's <br />of£ice, and the City Attorney's office, that an ordinance be introduced prohibiting <br />topless and bottomless waiters, waitresses, entertainers, and employees. <br /> <br /> Mayor Pearson stated he felt that morals could not be regulated and he would <br />prefer to hear from the Police Department regarding policing problems generated by <br />these types of establishments. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that <br />Ordinance No. 704, an ordinance adding Article 15 to Title IV (Health, Safety, <br />Moral, and General Welfare) of the Ordinance Code of the City of Pleasanton <br />regulating conduct by waiters, waitresses, entertainers, other public performers <br />and employees, be introduced by title only and waive further reading thereof. <br />The roll call vote was as follow$~ <br />AYES: Councilmen Herlihy, Kinney, and Mori <br />NOES: Mayor Pearson <br />ABSENT: Councilman Reid <br /> <br />Report~ ~e: ProRosed M&ssaSe Parlor Ordinance <br /> Mr. Scheidig presented his report regarding this matter, stating that in order <br />to regulate massage establishments which could operate within the City of Pleasan- <br />ton, it is necessary to introduce an ordinance regulating the same. This ordinance <br />would require a permit issued by the Police Department as well as establish a <br />minimum of training which is required of masssure and masseuses employed at such <br />parlors. <br /> <br /> Councilman Kinney requested that on Page 8, Section 4-2.1416, be amended to <br />indicate that the required permit would be attached to an article of clothing on <br />the chest. <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Herlihy, that <br />Ordinance No. 705, an ordinance adding Article 14 to Chapter 2 (Special Permits) <br />Title IV, (Health, Safety, Moral, and General Welfare) of the O~dinance Code of <br />the City of Pleasanton relating =o the licensing and regulation of massage <br />establishments and outcall massage service, be introduced by title only and waive <br />further reading thereof. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, M~ri, and Mayor Pearson <br />NOES: None <br />ABSENT: Councilman Reid <br /> <br />Report~ Re: Meeting with Legislator.e <br />Mr. Scheidig stated that the date to meet with the Legislators had been <br />scheduled for August 21st, and requested any areas of concern the Councilmen <br />desired to be discussed should be added to the agenda. The Council requested <br />the City Attorney to provide at the next meeting an updated list of items to <br />be discussed with the Legislators. <br /> <br />COMI{UNICATIONS <br /> There were no communications presented at this meeting. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilman Mori reported on a meeting of the Water Interest Committee on <br />Auguse ist, which recommends approval of the Joint Powers Agreement for imple- <br />men[ation of the Water Management Plan for the Valley. <br /> <br /> Councilman Kinney reported that the problem of lighting at the new Library <br />had been resolved but no definite date had been set for the opening. <br /> <br /> S. 8/6/73 <br /> <br /> <br />
