It was the concensus of the Council to make the £ollowing changes in the Joint <br /> Exercise of Powers Agreement: <br /> <br /> 1. In the Budgetary process, the word approve be change to review. <br /> 2. Remove arbitration clause from the Contract. <br /> <br /> In addition, Councilman Reid requested that in order to provide continuity <br /> to term of office that fixed terms be included in paragraph 8c of the proposed <br /> Contract. It was agreed that this matter be presented to the Valley Water Interest <br /> Subcommittee's next meeting. <br /> <br /> SPECIAL REPORTS <br /> Report~ R~.:. Action of the Study Session related to Park Priorities <br /> This matter was continued for one week to allow further study between the City <br /> Council and the Park and Recreation Commission~ <br /> <br /> Resolution regarding Approval of Civic Center Pro3ects and approvin~ Related Docu- <br /> ments <br /> Mr. Scheidig presented his report regarding this matter and stated that the Non- <br /> Profit Corporation had met this afternoon to award the construction bid, execute the <br /> necessary documents for the site lease and facility lease and the loan documents, <br /> together with other necessary documents to finalize the construction of the interim <br /> City office building. A copy of the negative declaration on the Civic Center site <br /> was presented to the Council. The low bidder on construction bids was Newby Con- <br /> struction Company, 58 Hazelnut Gourt, San Ramon, in the amount of $258,850~00~ Mr. <br /> Scheidig explained that it was necessary for the Council to adopt a resolution <br /> approving the execution of the necessary documents to consummate the arrangements <br /> with the Non-Profit Corporation, approve the Corporation's Board of Directors, and <br /> the means of financing the project. <br /> <br /> Mayor Pearson stated he would support the new City office building but he still <br /> felt it was the wrong time and wrong location for the Civic Center site. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Reid, that Reso- <br /> lution No. 73-124, of the City Council of the City of Plessanton approving the <br /> members and directors of the City of Pleasanton public facilities corporation, <br /> approving plans and specifications for new City office building, authorizing execu- <br /> tion of a site lease and a facility lease between the City and said corporation, <br /> approving financing of new City office building by said corporation, approving <br /> financing arrangements of said corporation, accepting gift of beneficial interest <br /> in membership certificates of said corporation, and approving contract for con- <br /> struction of new City office building, be adopted. <br /> The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> Mr. Scheidig advised there would be a groundbreaking ceremony and the City <br />Council would be informed of details later. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />Matters for the Information of the Council <br />1~ Mr, Edgar presented a letter from Robert S.
