Mr. Campbell stated that with regard to septic tanks, staff does not object <br />to the use of septic tanks as an individual solution under carefully controlled <br />rural conditions. If those rural conditions continued permanently so could the <br />septic tank~ He further added that the staff does not object to the use of <br />septic tanks (or any other satisfactory sewage treatment and disposal system) <br />as an interim solution for individual uses of any kind under the proper condi- <br />tions, however, the prime condition for use of a septic tank should be adequate <br />surrounding land such as found in an essentially rural area and ~his land area <br />should remain until the septic tanks use is discontinued. He further added <br />that there should not be large numbers of septic tanks within the City nor the <br />density in any one area should be very high~ Again this is a matter of diffi- <br />culty of control and increased risk of failure with the resulting potential <br />hazards. <br /> <br /> Mayor Pearson reported on a meeting of the Sewer Committee on July 5th, <br />stating that it was the concensus of the Committee that septic tanks could be <br />an interim solution, however, it was impossible at this time to determine how <br />long the interim period would be, and also there might be a problem with pro- <br />liferation of septic tanks. <br /> <br /> Mr. Bill Hirst, 478 Ewing, representing the Chamber of Commerce, addressed <br />the Council stating the Chamber of Commerce concurred with the City's holding <br />tanks policy, He requested a continuance of one week on the septic tanks <br />policy decision until additional reports could be ~eviewed, and further study <br />done on the Uniform Plumbing Code. <br /> <br /> Mayor Pearson declared a decision should be made at this time regarding <br />holding tank policy. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Reid, that Reso- <br />lution No. 73-123, establishing the policy of the City Council of the City of <br />Pleasanton regarding the use of holding tanks within the City for commercial and <br />industrial uses, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Pearson declared discussion open regarding septic tanks. <br /> <br /> Mr. Ted Fairfield, MacKay & Somps, addressed the Council stating that the issue <br />of septic tanks should be split into two physical and political "bags"; the first <br />bag would be septic tanks for long term use; i.e., use with no hope or reason to <br />believe that sewers or sewage capacity will be generally available during a reason- <br />able interim period of three to five years. In this case there is no reason to <br />change the standard procedures used in the past by the County Health Department, <br />which speak in terms of 20,000 sq. ft. lots or whatever. The second bag is one <br />which could be strictly an "interim use" situation. Because of the nature of the <br />possible uses, the size and locations of the commercial parcels which are likely <br />to seek an interim solution to the sewage treatment capacity problems, a general <br />policy of precluding septic tanks for commercial establishments, but allowing <br />holding tanks in the second case (interim) would be reasonable both from the <br />political and physical standpoints. <br /> <br /> Mr. Mark E. Andersen, 1584 Foothill Road, asked how much land along Foothill <br />Road is in Agricultural Reserve. Mr~ Edgar stated that the Foothill area is under <br />study at the present time with regard to density and did not have with him the <br />exact figures regarding land within Agricultural reserve in that area° <br /> <br /> After discussion, Mayor Pearson declared the matte~ of septic tank policy be <br />continued for one week in order to allow further study of additional information. <br /> <br /> Mayor Pearson recessed the meeting at 9:30 P.M. <br /> <br /> Mayor Pearson reconvened the meeting at 9:40 P.M. <br /> <br /> 3. 7/16/73 <br /> <br /> <br />
