M~. Edga~ s~ated the action being requested by the City Council is a tentative <br />adoption ~f map and interim adoption of the elements to comply with appropriate <br />guidelines te proceed with final General Plan. He presented reports of the Planning <br />Commission, Park and Recreation Commission, Community Concerns Committee, Housing <br />Au~hsrity~ and Citizens General Plan Review Committee, regarding this matter. <br /> <br /> M~ Harris reviewed the preliminary General Plan map and the six State mandated <br />General Plan elements as follows: (1) Conservation and Open Space; (2) Noise; (3) <br />Land Use and Circulation; (4) Seismic Safety; (5) Scenic Highways; and (6) Housing. <br />He stated all cf the elements with the exception of the Land Use and Circulation <br />element (which is srrlctly a summation of the land uses which appear on the map <br />and contains no goals, objectives, principles, standards, policy statement or <br />implementation procedures), have been reviewed by the groups mentioned above° <br /> <br /> Mayor Pearson suggested that the following areas of concern of the Planning <br />Commission are te be subjected to further review including consideration of their <br />economic impact: (1) Extension of Kottinger Park along Pico for recreation; (2) <br />The community park at Arroyo del Valle, west of 1-680, be reduced from 25 acres <br />to 5-10 acres; (3) Increase Moller Park; (4) In the Pleasanton Valley tract west <br />of Fairlands School which is now vacant, be zoned high density for condiminiums <br />(4 acres); (5) The Willow-West property shown as I-P for 600' East on Hopyard Road, <br />be zoned ~ allow development of a restaurant and motor hotel~ <br /> <br /> Mr~ Donald J~ Rathjen, 1802 Halcyon, addressed the City Council regarding the <br />General. Pla~ review procedure~ He expressed his frustration in not knowing what <br />was expected of the Citizens Committee. He stated that interest and participation <br />in the Ca~nittee became discouraging when staff information could not be obtained, <br />time schedules were limited, reports were requested but not used in their entirety, <br />and consultan~ and staff coordination was difficult. He further stated he felt <br />that citizens input was very important to the General Plan in order to make <br />Pleasanton the kind of city that would be pleasing to everyone. <br /> <br /> Mr~ F~ank Brandes, 6889 Corte Sonada, and member of the Citizens General Plan <br />Review Ce~nit%ee, stated some of the original enthusiasm of the Committee was lost <br />in no~ allowing people to have input into the General Plan review° He stated there <br />seemed to be a rush to get a report regarding the Holding Capacity and Growth Rate <br />Program, ~hen the matter was dropped. He expressed concern regarding a joint study <br />session with the City Council in order to discuss what had been done thusfar by the <br />Committee and get it all together. <br /> <br /> Mr~ Chuck Seymour, 492 San Gabriel Court, addressed the Council stating he was <br />surprised at the changes in the recommendations made by the Citizens General Plan <br />Review Comr~ittee, such as the removal of the preventi.on of development of the <br />ridges and foothills, growth rate, Camp Parks Sewage Treatment disposal site, <br />seismic element, and statement concerning multiples. He stated the City of Liver- <br />more put the SAVE Initiative into their General Plan and he felt the City of <br />Pleasanton ~hculd do likewise. <br /> <br /> Coun~ilman Kinney stated that Pleasanton was not taking the same approach as <br />Livermore because the two cities are different and that we have adopted a re- <br />stricted growth policy based on the sewage treatment plant designed for the same <br />purpose as the SAVE initiative. <br /> <br /> Councilman Mori commented that the economic analysis is necessary in order to <br />make rational decisions° <br /> <br /> Mayor Pearson recessed the meeting at 9:30 P.M. <br /> <br /> Mayer Pearson ~econvened the meeting at 9:40 P.M. <br /> <br /> Mr. John Payne, member of the Holding Capacity Subcommittee, stated the docu- <br />ments being considered now are cosmetic parts of the General Plan and the most <br />important part ef the Plan is yet to be done, that is the economic analysis. He <br />urged the City staff to issue some concise statements about what the economic <br />analysis will accomplish and requested a second round of deliberations between <br />~he Citizens Committee and staff for more input and study of the General Plan. <br /> <br /> 2. 12/17/73 <br /> <br /> <br />
