MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> December 17, 1973 <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Robert Pearson called the Adjourned Regular Meeting of the City Council <br />to order at 7:30 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br />ROLL CALL. <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson were present. Mr. Edgar, <br />City Manager, Mro Scheidig, City Attorney, Mr. Campbell, Assistant City Manager/ <br />Directcr of Public Works, and Mr. Harris, Senior Planner, were present. <br /> <br />SPECIAL ITL~i <br />Further Consideration of City-V.C.S.D. Negotiations <br /> Mr~ Edgar stated this item had been continued from the meeting of December 10, <br />1973, for further study. He stated the City Council had recently approved the Joint <br />Exercise of Powers Agreement for implementation of the Valley-wide Water Management <br />Plan, and that it was now in order for the Council to address itself to the policy <br />question that if agreement can be reached between Pleasanton and V.C.S.D. regarding <br />the financing of the Sunel Plant phase-out, will the City proceed with the consoli- <br />dation new under the present management arrangement pending the establishment of the <br />ultimate Valleywide agency. <br /> <br /> After discussion, it was moved by Councilman Reid, and seconded by Councilman <br />Mori, that the City Council reaffirm their policy to phase out the Sunel Boulevard <br />Sewage Treatment Plant into the V.C.S.D. expanded Treatment Plant, and proceed under <br />current arrangements pending negotiations regarding payment and furEher study which <br />is required by the State. <br />The rc!l call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Pearson rece6sed the meeting at 7:45 P.M. <br /> <br /> Mayer Pearson reconvened the meeting at 8:00 P.M. <br /> <br />CONSENT CALENDAR <br /> It was moved by Councilman Kinney, and seconded by Councilman Herlihy, that the <br />following item listed on the Consent Calendar, be approved; <br /> <br />a. Approval of City Council Minutes for December 10, 1973. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOE$: ~one <br />ABSENT: None <br /> <br />PUBLIC HEARENGS <br />Application of the C____i. ty Council to accept .Preliminary General Plan and adopt the <br />Associated General Plan Elements <br /> Mr~ James Trimingham, Co-Chairman of the Citizens General Plan Review Committee, <br />requested that a study session be scheduled with the City Council to study the points <br />of di~fezence tn various reports regarding the General Plan. <br /> <br /> It was the consensus of the Council that a study session would be premature until <br />such time as the economic analysis is completed and reviewed. <br /> <br /> Mayor Pearson declared the public hearing open. <br /> <br /> <br />
