Chief McCloud stated that this would be an attempt to handle juven-- <br /> ile offenses in a new way, rather than having a patrol officer take <br /> much of his time handling minor offenses that do not merit referral to <br /> the Juvenile Court. <br /> <br /> Mr. Edgar added that it would involve the participation of members <br /> of the community who would receive special training. These would be <br /> volunteers recommended to the Council and would be considered staff <br />- people. <br /> <br /> The City Council expressed general concurrence with the establish- <br /> ment of a Minor Offense Court. No further action was necessary. Council- <br /> man Reid expressed his concern that this program and its guidelines be <br /> coordinated with and reviewed by the Juvenile Court in order to insure <br /> that all proper steps have been undertaken. <br /> <br /> Matters for the Information of the Council <br /> Mr. Edgar presented the letter from V.C.S.D. withdrawing from the <br /> Joint Powers Agreement for Labor Relations Consolidated Bargaining. <br /> Mr. Edgar stated that there would be discussion on this matter at a <br /> later date. <br /> <br /> Mr. Edgar presented a shop drawing of the proposed emblem for the <br /> new office building. <br /> <br /> Councilman Reid stated his preference for a facsimile of the City <br /> Seal rather than the emblem as presented, for reasons of uniformity <br /> in order to avoid confusion. <br /> <br /> Mr. Campbell explained that the size of the emblem prohibits any <br /> relief in the design, and at the distance it will be seen from the <br /> street, the City Seal could not be seen. <br /> <br /> Mayor Pearson suggested that this is an artistic matter and recom- <br /> mended that Barbara Havilaar, Recreation Art Teacher, be consulted. <br /> <br /> Mr. Edgar suggested that Councilmen Reid and Herlihy talk to the <br /> architect personnally regarding their input for the City Emblem. <br /> <br /> REPORTS OF THE CITY ATTORNEY <br /> Request to I~'~ti'a'te Zonin~ Studies Relati.n~ to Amendment to Planned Unit <br /> _Development Zoning District, Article_14,__of Chapter 2 ,T__it~le__II of the <br /> Ordinance Code of the City of Pleasanton. <br /> Mr. Scheidig indicated that a resolution would be necessary to <br /> initiate a zoning change amendment. <br /> <br /> It was moved by Councilman Mori, seconded by Councilman Kinney that <br /> Resolution No. 73-182, approving the initiation of an amendment to <br /> Article 14, Chapter 2, Title II of the Ordinance Code of the City of <br /> Pleasanton pursuant to Section 2-12.04(b) relating to Planned Unit <br /> Developments be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> <br /> Introduce and adopt as urgency measure, Ordinance No. 715, imposing a <br /> sales and use tax to be administered by the State Board of Equaliza-_ <br /> tion and provia~'h~ penalitle'_'s ~o'~ <br /> Mr. Scheidig explained that the State Board of Equalization has <br /> requested that the City Council re-adopt the above ordinance as an <br /> urgency measure in order to insure that there is no question as to the <br /> effectiveness of the Council's ordinance.
