Representatives from Val Vista Homeowners Association were present, <br /> indicated their approval of the plans, and had no further comment. <br /> <br /> Hansen Park <br /> Mr. Brooks described the plans for the 6.4 acre park on Hansen <br /> Drive and indicated that to develop 4 acres of this park would cost <br /> $156,000, which would be in addition to the funds already spent in <br /> developing this park. Mr. Brooks explained the increased cost of <br /> construction and its effect on the total cost of park development. <br /> <br /> Mr. Brooks further explained that if this park is accepted the plans <br />will go to the School District in order to integrate park use with school <br />use . <br /> <br /> Councilman Kinney discussed the grading of the park and stated that <br />it has a severe slope right now. Mr. Dutchover stated that there are no <br />plans for grading except to create a mound for observation. Mr. Brooks <br />stated that to help relieve standing water, catch basins have been <br />created. <br /> <br /> Mrs. Nancy Eby, 27 Castlewood Drive, explained that as a girls <br />soccer coach, she often found Hansen Park the only available field for <br />practice and expressed concern that a mound would deter drainage. <br /> <br /> Mr. Jim Bowe, 6595 Paseo Santa Cruz, expressed approval of the park <br />plan and stated that the Homeowners in the area have offered to help <br />defray the cost to the City. <br /> <br /> Councilman Mori stated that the General Plan allows homeowners the <br />opportunity to participate by planting trees. <br /> <br /> Century Park <br /> Helene Kaplin described the plans for this 3.5 acre park site, which <br />has a developmental cost of $100,000. Miss Kaplin gave a detailed history <br />of the house and explained that the plans try to recreate the house and <br />site as it was in the early 20th Century agricultural period of Pleasan- <br />ton. <br /> <br /> Mrs. Callie Heinbaugh, 4590 Mohr Avenue, commended the staff, and <br />in particular, A1 Dutchover, for the efforts to inform the residents in <br />the area of these park plans. She further stated her approval of this <br />park and feels it will be an attractive addition to the City. <br /> <br /> It was moved by Councilman Reid and seconded by Councilman Herlihy <br />that Resolutions No. 73-179, 73-180, and 73-181 respectively approving <br />the General Plans for Val Vista, Hansen, and Century Parks, be adopted. <br />The roll call vote was as follows: <br />AYES: Counc'~l~en Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF THE CITY MANAGER <br />Re_~port, Re: Minor Offense Court <br />Mr. Campbell presented the staff report. Mr. Campbell stated that <br />one of the objectives of the Police Department is to involve more of <br />the parents of juvenile offenders, which could be accomplished through <br />the establishment of a Minor Offense Court. Chief McCloud was present <br />to answer any questions. <br /> <br /> Councilman Reid stated that before a program of this nature is im- <br />plemented, certain criteria should be established and sanctioned by the <br />court.
