Mr. Miller, in asking the Council to review the report, recommended <br />that it be reviewed with the impending garbage rate increase in mind <br />and with regard to the City 's recommendations concerning the recycling <br />of newspaper. <br /> <br /> Mr. Joe Schwab, attorney representing the Pleasanton Garbage Service, <br />was present and indicated that they would rather present their proposal <br />all at one time and asked that this particular submittal be deferred. <br />The Council concurred. <br /> <br />SPECIAL REPORTS <br />~pplication of J. A. Jenks Comp_~nl for installation. of Septic Tank <br /> The staff report was presented to the City Council by Mr. Sooby. <br /> <br /> Councilman Herlihy asked for clarification with regard to the appli- <br />cant being required to extend his sewer line to Santa Rita Road if he <br />should receive approval for the septic tank. <br /> <br /> Mr. Sooby explained that this requirement would be part of the agree- <br />ment and as soon as sewer facilities became available the applicant would <br />be required to extend his sewer line the 1200 feet to the main line on <br />Santa Rita Road. <br /> <br /> Mayor Pearson clarified his position with regard to septic tanks <br /> . <br />Although at one time he did vote for septic tanks, it now appears that <br />septic tanks are not viable in urban areas and he no longer will vote <br />for them. <br /> <br /> Mr. Pat Gill, 6599 Stanton Court, representing the J. A. Jenks Co., <br />was present and stated to the Council that, due to additional figures <br />recently obtained, there may be a reduction in the size of the septic <br />tank to be more in conformance with the City's requirements. He indi- <br />cated that the J. A. Jenks Co. would need an approximately 1500 to 2000 <br />gallon tank. <br /> <br /> It was moved by Councilman Reid and seconded by Councilman Herlihy <br />that Resolution No. 73-178 be adopted approving a septic tank for the <br />J. A. Jenks Company, subject to the conditions noted in the staff report <br />and the extension of the sewer line at the expense of the applicant when <br />sewage facilities become available. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, and Reid <br />NOES: Mayor Pearson <br />ABSENT: None <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />Review and approval of general plans for Val Vista, Hansen and Century <br />Parks <br /> P'ark Designer, A1 Dutchover, presented to the City Council the <br />master plans recently presented to the Park and Recreation Commission <br />and the Planning Commission. The plans were prepared by Mr. Fred Brooks, <br />of Lampman and Associates. Mr. Dutchover stated that there has been <br />very good cooperation from the Homeowner Associations in these areas, <br />and they have approved the staff's presentation of these plans to the <br />City Council. <br /> <br /> Val Vista Park <br /> M~'. B'ro0kS was present and outlined the plans for Val Vista Park. <br />He stated that the total cost of this 10.5 acre park would be $335,000. <br />It could be developed as funding becomes available over the next five <br />to ten years. This park includes plans for a 40~X 40' building which <br />accounts for the relatively high figure for development. Mr. Brooks <br />stated that these were not final plans. After approval, milar drawings <br />will be presented to the City Council.
