It was moved by Councilman Reid and seconded by Councilman Kinney, <br /> that Ordinance No. 717, to be read by title only and waiving further <br /> reading thereof, adding sub-section f to Section 2-5.28, Article 2, and <br /> the amendment of sub-section e and the addition of sub-section j to Section <br /> 2-9.40 Article 18, Chapter 2, Title II of the Ordinance Code of the City <br /> of Pleasanton, be introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> <br /> MATTERS CONTINUED FOR DECISION <br /> Further Discussion Re: Approp. ria_te Items to be considered on Consent <br /> Calendar. <br /> Mr. Edgar stated that this matter was placed on the Council agenda <br /> per Council request in order to review all material and make a recommend- <br /> ation. <br /> <br /> Councilman Mori stated that it is his belief that proclamations should <br /> have a separate place on the agenda in order to be made public. He stated <br /> that as we don't have many proclamations, it wouldn't take too much time <br /> to read them as they come up. <br /> <br /> Councilman Reid divided proclamations into three categories: (1) <br /> Those that have no pertinence to the community at large and have no sig- <br /> nificant input to the City should be reviewed by the mayor and the <br /> City staff. (2) The remaining proclamations that are routine might be <br /> appropriately put on the consent calendar. (3) Those proclamations that <br /> do have a real signficance to the people of our community might be put <br /> under Matters For The Information Of The Council, or some place where <br /> they are highlighted. He further indicated that he believed that pro-- <br /> clamations of real significance are picked up by the local media and <br /> given adequate coverage. The consent calendar is used to streamline <br /> the process of local government. <br /> <br /> Councilman Kinney indicated his feeling that proclamations should <br />be selectively read. <br /> <br /> Councilman Herlihy stated that the Council may not feel inclined to <br />approve a particular one~ if on the consent calendar, but it could be <br />removed for separate discussion. <br /> <br /> Mayor Pearson stated that it might be hard to differentiate the <br />importance of individual proclamations.
