After discussion, it was moved by Councilman Mori, and seconded by Councilman <br />Reid, to approve the progress report of the City Manager, dated November 7, 1973, <br />and endorse the basic concept and plan, and authorize the City staff to continue <br />negotiations with the County and property owners east of 1-680. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Pearson stated he had slight reservations regarding the use of a re- <br />imbursement agreement and felt there might be a better method that could be worked <br />out. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />Further Reports Re: Formula for Parking. District <br /> Mr. Campbell stated that the City staff had been working with the Central Busi- <br />ness District Committee for alternatives regarding a formula for parking districts, <br />however, no recommendation had been worked out at ~his time. He stated a report and <br />recommendations would be presented to the City Council in the near future. <br /> <br />Report~ Re: C & H Traffic Situation <br /> ' <br /> Mr. Sooby presented the staff report regarding the traffic study at Hopyard Road <br />and Johnson Industrial Drive, stating there were three immediate corrections possible <br />as follows: (1) Traffic signal; (2) Right turn lane; and (3) Parking areas needed. <br />Mr. Sooby displayed a map showing traffic patterns. <br /> <br /> Mr. Don Scheer, 7200 Johnson Industrial Drive, representing Clorox, stated his <br />staff had been working with the City Engineering Department in an effort to alleviate <br />the dangerous situation at this intersection. He suggested three possible solutions <br />as follows: (1) Make No Parking area by Standard Station; (2) Create an island for <br />left turn lane; and (3) Make right turn on Hopyard then U-turn farther down on Hop- <br />yard. He stated his concern regarding this dangerous traffic situation and requested <br />relief in this problem. <br /> <br /> Mr~ James Thomas, 3559 Glacier Court, expressed his concern regarding this dan- <br />gerous intersection and suggested an overpass as a solution to the problem. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Herlihy, that Reso- <br />lution No. 73-174, amending Section 6, the "No Parking Zone" portion of Resolution <br />No. 70-26, by the addition of Section 6, J-l, to prohibit on-street parking between <br />Denny's and Hopyard Road and provide a right turn lane approaching the intersection, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br /> There were no matters for the information of the Council. <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney presented at this meeting. <br /> <br />COMMUNICATIONS <br /> There were no communications presented at this meeting. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilman Herlihy reported on the Valley Planning Committee meeting on November <br />8, 1973, stating they supported the City's position of the density for the ridge <br />area and also supported the Air Pollution Control Board's plans to regulate parking <br />lots, etc. <br /> <br /> 5. 11/12/73 <br /> <br /> <br />
