Councilman Reid stated the documentation and philosophy of the General Plan was <br /> for a certain number of neighborhood shopping centers throughout the City for con- <br /> venience. He stated he supports sending this application back to the Planning Com- <br /> mission for review in light of the entire background of the commercial rezoning of <br /> the area and regarding conformity with the General Plato <br /> <br /> Councilman Mori commended the citizens present on their interest and concernQ <br /> He stated he felt the concerns expressed by the residents in opposition to the <br /> -- convenience market would also be present in a larger commercial development° He <br /> added that the promise of the developer to develop the ten acre commercial within a <br /> year was not logical or feasible. He further stated he felt the proposed applica- <br /> tion should be referred back to the Planning Commission. <br /> <br /> Mayor Pearson stated he felt it was the responsibility of the City Council to <br /> make a decision on this matter now and not to refer it back to the Planning Commis- <br /> sion. He further stated he disagrees with the zoning and felt it should be denied. <br /> <br /> Councilman Kinney concurred that this item should not be referred back to the <br /> Planning Commission and that it was the responsibility of the City Council to make <br /> a decision on the matter now. <br /> <br />· -~ It was moved by Councilman Herlihy, and seconded by Councilman Reid, that Resolu- <br />~ tion No. 73-173, referring back to the Planning Commission the application of Pico <br />r_) Investors for rezoning with the following instructions: (1) That this particular <br />D~ application be reviewed with reference to its conformity with the General Plan; and <br />~J~ (2) That the application be reviewed once again in light of the entire background <br /> of the commercial rezoning of the area which took place approximately a year ago, <br /> and withdrawing the introduction of Ordinance Noo 713, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Mori, and Reid <br /> NOES: Councilman Kinney and Mayor Pearson <br /> ABSENT: None <br /> <br /> The Vintage Hills Homeowners Association requested to be notified when this <br /> item is considered by the Planning Commission° <br /> <br /> Mayor Pearson recessed the meeting at 10:10 P~M. <br /> <br /> Mayor Pearson reconvened the meeting at 10:20 P~M. <br /> <br /> SPECIAL REPORTS <br /> Progress Report Re: Development of Stoneridge Regional Shopping Center <br /> Mr. Edgar presented his report, dated November 7, 1973, regarding first and second <br /> phase development plans and financing of the Stoneridge Shopping Center. He requested <br /> that the City Council approve this progress report and endorse the basic concept and <br /> plan contained therein with the understanding that the specific items which are a <br /> part of the plan such as the assessment districts and reimbursement contract be re- <br /> fined and brought back to the City Council at a later date for specific action. In <br /> addition, he recommended that the City Council authorize the staff to continue nego- <br /> tiations with the County and property owners east of 1-680 as well as to proceed with <br /> other} work necessary to bring this project to a successful conclusion. <br /> <br /> Mro Robert Eynck, representing Bayshore Properties, requested that the City' <br /> Council approve the progress report of the City Manager and endorse the basic con- <br /> cept of the plan, and stated that the assessment districts should be formed as <br /> soon as possible. <br /> <br /> Mr. Jim Bows, 6595 Paseo Santa Cruz, President of the Del Prado Homeowners <br /> Association, presented a letter to the City Council from the Foothill High School <br /> Citizens Advisory Committee regarding their concern over access routes to the new <br /> school. He also expressed their concern regarding lack of funds for other road <br /> projects in light of the money to be spent on the development of the Stoneridge <br /> Shopping Center and urged the City Council to give this matter careful considera- <br /> tion.
