Councilwoman LeClaire and Councilman Kinney requested more option on consultant service fees. It was moved by Councilman Kinney, and seconded by Councilman Philcox, approv- ing the Capital Improvement Project completion schedule for 1974-75, and authoriz- ing the staff to negotiate agreements for the consulting services as outlined, and to bring the agreements back to the City Council for approval as soon as possible. Matters for the Information of the Council Mr. Edgar presented progress report #10 for June from Preserve Area Ridgelands Committee. Mr. Edgar advised he would be out of the City on June 13, 14, and 17, 1974. REPORTS OF THE CITY ATTORNEY Reports, Re: Amendments to Environmental Guidelines Mr. Scheidig presented his report,Ildated 'JUn~ 6, 1974, regarding this matter, stating that it is necessary for the City CouBcil to amend the Environmental Impact Report Guidelines in order to take advantage of a shorter statute of limi- tations for certain projects and also to clarify administrative procedures for processing Environmental Impact Reports. It was moved by Councilman Kinney, and seconded by Councilman Herlihy, that Resolution No. 74-133, amending the Environmental Impact Report Guidelines approved by Resolution No. 74-24, to include the filing of a Notice of Exemption for projects which are exempt from the requirement of preparing an Envlfonmental Impact Report in order to take advantage of a shorter statute of limitations, be adopted. The roll call vote was as follows: AYES: Councilmen Heriihy, Kinney, Councilwoman LeClaire, COuncilman Philcox, and Mayor Mori NOES: None ABSENT: None It was moved by Councilman Kinney, and seconded by Councilman Herlihy, that Resolution Ne. 74-134, amending Resolution No. 73-61, to include a procedure for the preparation of Environmental Impact Reports whereby the City will select the consultant to prepare the report in situations where the City staff is un- able to do so, and private developers will pay for the costs of such reports, be adopted. The roll call vote was as follows: AYES: CoUndilme~ Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, and Mayor Mori NOES: None ABSENT: None Fire Fighters Suit Mr. Scheidig stated that the Council received a copy of the premanent in- junction in the above suit this evening from a member of the Union. Mr. Scheidig described the nature of the suit and the effect of the injunction. He further pointed out that the Council had been kept informed of this pro, ceeding in full since its inception and was advised sometime ago of the ou~- come.
