Councilman Philcox stated that it was unfair for the City to incur further development without being able to provide services. Councilman Kinney stated he felt this development Should be encouraged and that exception to the Restricted GrOwth Policy Should not be denied, as requested by Dr. Long. Mayor Mori stated he felt it was not a function or obligation of the City Council to promote land specUlation~ or the City to encourage or take on any further exception to the Restricted Growth Policy. It was moved by CoUnCilman Kinney, to exempt the Longview development from the Restricted Growth policy. The motion died for lack of a second. It was moved by Councilman Herlihy, and seconded by Councilwoman LeCiaire, that the request by MacKay and Somps, for the developer, Howard Long, on his Longview development, for an exemption to the Restricted Growth policy, be denied.
