Adoption of Resolution No. 74-127, acceptance of TraCt 3328, Vintage Hills, <br /> Unit <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, <br /> and Mayor Mori <br /> NOES: None <br /> ABSENT: None <br /> <br /> PRESENTATION BY BRAD HIRST <br /> Mr. Brad Hirst, 2456 Minivet Court, read a retraction by Mike Hemp for state- <br />ments and comments made on July 17, 1972, regarding conflict of interest and other <br />allegations about Brad Hirst while he was a member of the Planning Commission. <br /> <br /> REPORTS OF THE CITY MANAGER <br /> Report, Re: RequeS~ed'ex'emp~ion from Restricted Growth Po~!~ - Longview <br /> 'Mr. Bo'Wling prieseaSed 'the' S'~af'f' ~ep6~t, da~ed~une 7, 1974, regarding this <br />matter. <br /> <br /> Mr. Edgar stated that, in his opinion, the Restricted Growth Policy should <br />be adhered to because of the following reasons: (1) No commitment on behalf of <br />future City Councils and Planning Commissions; (2) No anticipation of changes in <br />the law which might benefit the City in terms of legal requirements regarding <br />subdivisions; (3) No excessive waste of staff time. <br /> <br /> Dr. Howard Long, 363 St. Mary Street, presented reasons why he felt Longview <br />should be exempt from the Restricted Growth Policy. <br /> <br /> Mr. James Armstrong, Attorney, 351 St. Mary Street, spoke regarding public <br />improvements and the development necessary to provide for financing of these <br />improvements. <br /> <br /> Mr. John Long, 3231 Vineyard Avenue, stated that at the inception of the <br />General Plan this hillside low density subdivision was the only one of its <br />kind, and he felt it should receive special consideration because i~ is un- <br />usual and in conformance with the General Plan. <br /> <br /> Mr. Dick Braden, MacKay and Somps, spoke regarding the Septic Tank Ordinance <br />and guarantee of sewer capacity. He stated that all that is being requested now <br />is permission to get into the Tentative Map stage of the development. <br /> <br /> Mr. Raymond T. Diamond, 9086 Longview Drive, expressed his concern regarding <br />the drainage problem on Longview which has created a hazardous condition. He <br />stated he was no[ concerned about the ReStricted Growth Policy, but about. the <br />condition of the road. <br /> <br /> Mr. Ed Meyers, 9220 Longview, stated he had offered to pay half to pave the <br />road up to his property but this offer was rejected by Dr. Long, so Mr. Meyers <br />had spent $9,700.00 for a gunnite road. <br /> <br /> Mr. James Ahrens, 5674 San Carlos Way, expressed his support of paving the <br />road to this development. <br /> <br /> Mr. Scheidig stated that if the drainage plan was not adhered to in improving <br />the development, then the drainage problem was the responsibility of the developer. <br /> <br /> Councilman He~lihy stated he was in favor of this type of development but was <br />concerned about the engineering on the project and the City's ability to provide <br />necessary services due to the steepness of the property. H~ further stated that <br />since the City Council had established a septic tank policy, they should not <br />change it. <br /> <br /> 2. 6/10/74 <br /> <br /> <br />
