It was moved by Councilman Herlihy, and seconded by Councilwoman LeClalre, that staff be instructed to draw up the contract with Pleasanton Garbage Service, including revised rates for low volume users, for signature by the Mayor. The intended use for this property is a commercial nursery for growing roses and seed crops, and in order to operate, the proponent needs a septic tank. Because of the location, sewer connection will not be forthcoming for some time, and the size of the parcel is sufficient to accommodate a septic tank, however, the number of tanks is dependent upon the decision of the Health Officer. It was moved by Councilman Herlihy, and seconded by Councilman Philcox, to conceptually approve the use Qf septic tanks on the pro- posed annexation of the DeVor property, subject, however to LAFCO and Council approval o~ the annexation and submittal of the necessary appli- cation for septic tanks. V.C.S.D. and Livermore have an approved agreement. Consultant services would be rendered throughout the year. It was moved by Councilman Kinney, and seconded by Councilwoman LeClaire, to approve the recommendations pertaining to labor relations as outlined in the staff report dated April 18, 1974.
