Mayor Pearson requested that the resolution of the Board of Directors of <br />Pleasanton Little League be referred to the Traffic Committee for review, as <br />well as the drawing of a bridge by Victor Bailey° He explained the priority <br />list of s~gnalizaticn as established by the Traffic Committee° <br /> <br /> After discussion, it was moved by Councilman Kinney, and seconded by Council- <br />man Herlihy, that Ordinance No~ 721, an ordinance amending Article 2 (decrease in <br />State Speed Limit in certain zones), Chapter 6 (Speed Zones), Title V (Vehicles <br />and Traffic, Streets and Highways), of the Ordinance Code of the City of Pleasan- <br />ton relating to speed limits on Hopyard Road, be adopted° <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Reid, and Mayor Pearson <br />NOES: Councilman Mori <br />ABSENT: None <br /> <br /> Councilman Mo~i stated he felt reduced speed limits will create more problems, <br />and that the overall solution ts better control at the intersections on Hopyard <br />Road~ <br /> <br /> SPECIAL REPORTS <br />Rep.ort of the City ManaBet~ Re: Termination of SACEOA <br /> Mr. Edgar presented his report regarding this matter, stating that the Federal <br />and State Offices of Economic Opportunity have terminated the funding of Southern <br />Alameda County Economic Opportunity Agency, and phasing out of this Agency is <br />expected to conclude by March 15, 1974o The seven cities of Southern Alameda <br />County (Fremont, Hayward, Livermore, Newark, Pleasanton, San Leandro, and Union <br />City), as well as the County, have been working with representatives of the <br />Federal and State Offices of Economic Opportunity and have developed a joint <br />powers agreement which would assure the continuance of funding of programs in <br />the current year and in 1974-75~ He further stated that with the understanding <br />that a coordinated effort by the cities and the County will maintain a means <br />of providing O~E~O~ funding for programs, and there is a mutual benefit to all <br />jurisdictions in the joint powers agreement, it is recommended that the Mayor <br />be authorized to sign the joint powers agreement, that a member of the City <br />Council be designated to serve on the Governing Board, and that the appropriate <br />officers of the City assist in the implementation. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, approving <br />the Joint Powers Agreement establishing a Community Action Agency in Alameda <br />County, authorizing the Mayor to sign the agreement, and the appropriate officers <br />of the City to assist in its implementation, and appointing Mayor Pro Tom Herlihy <br />to sit in as a member representing Pleasanton on the Governing Board. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />Report of the Senior Planner~ Re: Commercial Ai~line service from Livermore Airport <br />and Application b~ City of Livermore for Federal Grant for Airport Study <br /> Mr. Harris presented the staff report regarding Commercial Airline Service from <br />Livermore Airport, stating that at their regular meeting of February 13, 1974, the <br />Planning Commission was informed by Commissioner McLatn that a commercial air carrier <br />has filed with the Public Utilities Commission of the State of California for per- <br />mission to c~nduct reg~!ar commuter air service between Livermore Airport and other <br />airports in the Bay Area. According to the applicant they would be using Piper <br />type aircraft for their flight service. Based on this information, the Planning <br />Commission passed a motion to ask City Council to contact the PUC and inform them <br />that because the City ef Livermore is planning to conduct a comprehensive study of <br />their airport and Pleasanton is concerned with air traffic presently being generated <br />by the Livermore Airport, that the PUC either withhold action on this application <br />for commuter air service until completion of the study or deny the application out- <br />right. <br /> <br /> Mr~ Harris presented the staff report regarding Application of the Livermore <br />Airport for Federal Grant for Airport Study, stating that at the Planning Commission <br /> <br /> 2o 2/25/74 <br /> <br /> <br />
