<br />selection of lights to be taken out~

<br /> It was moved by Councilman Kinney, and seconded by Councilman Herlihy, to table
<br />the matter of de-energizing of street lights in the Valley Trails, Val Vista, and
<br />Hopyard Road area, authorize the staff to write the PUC for clarification of energy
<br />order, and authorize staff' to complete the street light survey°

<br />Report of the Staff~ Re: Traffic Considerations along Hopyard Road
<br /> Mr, Edgar stated there are two particular problems in regard to this matter:
<br />(1) Inconvenience of getting onto Hopyard Road; and (2) Safety of the Little League
<br />Park. He stated that appropriate solutions to these problems are being studied by
<br />staff to improve the situation~ He recommended no reduction in speed limits, and
<br />denial of the proposed flashing light at the entrance of the Little League Park.

<br /> Mr. Lamb, Traffic Engineer, presented the staff report regarding this matter
<br />and displayed map of the area in question~ The report discussed accidents, con-
<br />venience issue, actual traffic counts for last five years, spot speed studies, and
<br />priorities. He stated the studies reveal that a traffic signal at the intersection
<br />of the Little League PaIk is not warranted at this time, and that priorities should
<br />remain as they are listed~

<br /> Mr. Campbell emphasized that the staff~ position is an objective one, and it is
<br />rational to follow the priorities as proposed°
<br />
<br /> Mr. Ed McFadden, 6252 Gibson Court, President of the Val Vista Homeowners
<br />Association, expressed this group's concern regarding the hazards of getting across
<br />Hopyard Road, and requested that immediate solutions be considered to this problem,
<br />such as speed reduction on Hopyard Road, acceleration lane at Inglewood, and stop
<br />signs on Hopyard Road°
<br />
<br /> Ms. Susan Kramer, 6297 Garner Court, expressed her agreement with Mr. McFadden,
<br />and urged improvements to solve the problems such as reduced speed and improved
<br />visability.

<br /> Mrs. Bey Hamlin, 3529 Wind Cave Court, President of Valley Trails Homeowners
<br />Association, presented a petition for a timed flashing amber and red light on Hop-
<br />yard Road and Valley Trails South, to the City Council, with 1,527 signatures, which
<br />read as follows: "We the undersigned citizens of Pleasanton want a timed flashing
<br />amber and red light on Hopyard and Valley Trails South. Whereas, since 1970 to date
<br />20 accidents have occurred~ One 6 year old was killed, another injured trying to
<br />cross Hopyard to get to the Little League Parko Whereas, many families have children
<br />involved in Little League in Pleasantono April Little League season starts and it is
<br />impossible to get in the Park and out° This will be a field for many other athletic
<br />events like soccer, little girl softball, etc, Whereas, Hopyard is in the process of
<br />being widened to four lanes, Now let it be said the undersigned want a timed flashing
<br />amber and red light On Hopyard and Valley Trails South by April, 1974, and this would
<br />be the minimum accepted solution."

<br /> Mr. Dean Wise, 4837 Muirwood Drive, representing Pleasanton American Little
<br />League, expressed concern regarding safety of children crossing Hopyard to the
<br />Little League Park and suggested a police Officer be placed at this intersection
<br />during the Little League games to assist children in crossing the street and to
<br />direct traffic.

<br /> Dr~ Robert Cassidy, 4669 Cope Court, representing PleasantonAmerican Little
<br /> League, stated his support of the petition as a minimal measure for improvement to
<br /> the intersection at the Little League Park.
<br />
<br /> Mr. Roger McLain, 1787 Beachwood Way, introduced Jim Christie, Company Commander,
<br /> National Guard, Pittsburg, to present a possible interim solution to this problem.
