225 <br /> <br />REPORTS OF THE CITY MANAGER <br />Application of. Jack Bras on behalf of Valle7 Realt7 for three (3) Holdin~ Tanks <br /> Mr. Sooby presented the staff report regarding this matter, stating that a <br />request has been received from J~ Jack Bras on behalf of Valley Realty for approval <br />of three holding tanks for their PoU.D. development at Santa Rita Road and Valley <br />Avenue. He recommended approval of the application subject to the following con- <br />ditions: (1) That detailed plans showing the location, method and materials of <br />construction as well as other pertinent data concerning this holding tank be sub- <br />mitted to and approved by the Director of Engineering Services prior to issuance <br />of a building permit for each building; (2) That the property owner enter into <br />standard Holding Tank Agreements with the City prior to issuance of a building <br />permit for each building. Execution of these agreements by proper City officials <br />should be authorized by approval of these applications; and (3) That property <br />owner acknowledge to the City in writing that he is aware of the probably cost <br />in properly maintaining these holding tanks and that he is prepared to accept <br />this financial responsibility until connection to the sewer system is accomplished. <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Mori, that the <br />application of Jack Bras on behalf of Valley Realty for three Holding Tanks for <br />their P.U.D. Development at Santa Rita Road and Valley Avenue be approved, subject <br />to the conditions set forth in the memorandum of the Director of Engineering Ser- <br />vices, dated January 31, 1974. <br />The roll call vote was as follows: <br />AYES: Councilmen Kinney, Mori, and Mayor Pro Tem Herlihy <br />NOES: Councilman Reid <br />ABSENT: Mayor Pearson <br /> <br />Report~ Re: Proposed Monitoring Program for Alameda Creek <br /> This item was continued to the meeting of February 11, 1974, for full Council <br />attendance. <br /> <br />ReportsIRe: Proposed Program regarding Plannin~ Areas under Sect.~on 208. of Federal <br />Water Pollution Control Act <br /> Mr. Edgar presented the draft of a proposed letter to be transmitted to the <br />State Water Resources Control Board, requesting that the newly created Livermore- <br />Amador Water Management Agency be designated as the "208 Planning Area" under the <br />appropriate provisions of the Federal Water Pollution Control Act. He stated the <br />City of Livermore and Valley Community Services District would also consider this <br />letter. <br /> <br /> Councilman Reid requested a clarification regarding the position of formation <br />of the Water Management Agency. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, authorizing <br />the appropriate officials to transmit a letter to State Water Resources Control <br />Board requesting the Livermore-Amador Joint Powers Water Management Agency be <br />designated as the "208 Planning Area", subject to the modification requested by <br />Councilman Reid~ <br />The roll call vote was as follows: <br />AYES: Councilmen Kinney, Mori, Reid, and Mayor Pro Tem Herlihy <br />NOES: None <br />ABSENT: Mayor Pearson <br /> <br />Approval of Purchase of one 3-Cubic Yard Dump Truck <br /> Mr. Edgar presented the staff report regarding this matter, stating that the <br />1973-74 Budget authorizes the purchase of a three-cubic yard dump truck for the <br />Street Division of the Department of Field Services, and recommending the bid be <br />awarded to Goe Auto Sales, the second low bidder, because his truck meets the <br />required specifications° <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, awarding <br />the bid for purchase of one 3-cubic yard dump truck to Goe Auto Sales, Pleasanton, <br />in the amount of $7,633Q24. <br />The roll call vote was as follows: <br />AYES: Councilmen Kinney, Mori, Reid, and Mayor Pro Tem Herlihy <br />NOES: None <br />ABSENT: Mayor Pearson <br /> <br /> 2. 2/4/74 <br /> <br /> <br />
